CONTINUATION OF ASSET REGISTRATION PROGRAMME

Notice is hereby given that the Lesotho Highlands Development Authority (LHDA) is continuing with the Phase II asset registration programme in the Project area south of the Senqu River.

WHAT IS ASSET REGISTRATION?

It is the accurate measuring and recording of all valid fixed assets that will be affected by the Project and registering Owner details.  Asset registration is necessary for the determination of compensation entitlements, for example agricultural fields, homestead and business plots, residential and business structures, fruit and fuel trees, thickets, individual graves and graveyards. The process starts with an accurate survey of all assets by registered surveyors, followed by the registration of ownership and other details.

WHERE WILL THE NEXT ACTIVITIES TAKE PLACE?

The surveys and asset registration will continue in the Polihali Reservoir Area, specifically in the Menoaneng Community Council. Asset registration is done in stages and will continue in the focus area indicated on the map.  Activities will start south of Senqu River at Maluba-lube on 23 September 2019 (at Ha Phate, Likhamemg, Moeaneng, and Ha Ntjolo) and will proceed to Molalana, Morojeleng and Bokone towards the beginning of October 2019.  Affected communities will be informed in advance through public meetings of the dates when work will commence in their specific areas.

WHO WILL CONDUCT THE REGISTRATION?

Asset registration teams from appointed consultants and LHDA will conduct the registration. The teams will include representatives from the Area Liaison Committees (ALCs), Community Councils and Chiefs.

LHDA has appointed Lima-Thaha Joint Venture (LTJV) to conduct the asset registration programme for the Polihali Reservoir and Site Establishment Areas.

HOW WILL AFFECTED HOUSEHOLDS BE INVOLVED IN THE PROCESS?

It is important that affected households participate when their assets are recorded and registered. Asset owners or their spouses should therefore plan to be available during the surveys. They will be required to have their Identification Documents available (National ID, valid Passport or Driver’s Licence) and proof of ownership of assets (Form C, Lease, Affidavit, or family letter of inheritance of property and proof of marriage). In the event that asset owners are not able to attend the asset registration in person, they will be required to appoint a mandated person in the prescribed format to represent them during the process.
