Position: Legal Services Manager
Project: Lesotho Lowlands Water Development Project Phase II (LLWDP-II)
Ministry of Natural Resources – Project Implementation Unit (PIU)


Background

The Government of Lesotho, through the Ministry of Natural Resources, has established a Project Implementation Unit (PIU) to oversee the implementation of the Lesotho Lowlands Water Development Project Phase II (LLWDP-II). The project aims to improve access to water supply and sanitation services and enhance the reliability and sustainability of water supply in:

  • Zones 2 & 3: Hlotse and Maputsoe (North)
  • Zones 6 & 7: Mafeteng and Mohale’s Hoek (South)

The PIU invites suitably qualified Lesotho nationals to apply for the position of Legal Services Manager.


Job Summary

Under the general supervision of the Project Manager, the Legal Services Manager will support the PIU and the Steering Committee on all legal matters affecting the project, including contract drafting, negotiations, and administration.


1. Duties and Responsibilities

  • Provide legal advice on all project-related legal issues
  • Coordinate and provide secretarial services for donor and Steering Committee meetings
  • Ensure PIU activities comply with:
    • Project objectives and Financing Agreements
    • Supplemental agreements entered into by the PIU
    • Lesotho laws and regulations
    • Other applicable legal frameworks
  • Prepare and submit legal reports and opinions as required
  • Represent the PIU in courts, arbitration, and other legal proceedings
  • Serve as liaison between the PIU and Government legal counsel on project-related legal matters

2. Education and Qualifications

  • Master’s Degree in Law (specialization in Water Law is an added advantage)
  • Minimum of 7 years relevant working experience
  • Minimum of 5 years experience in contract administration
  • Experience in the water sector is an added advantage
  • Membership in a recognized professional body is an added advantage

3. Key Competencies, Skills, and Abilities

  • Experience with a diverse range of legal issues, especially contract administration and project finance
  • Knowledge of public administration or international development
  • Familiarity with procurement laws and regulations of the World Bank, European Investment Bank/European Union, and Government of Lesotho
  • Ability to work with multidisciplinary teams across diverse cultures and institutions
  • Professionalism, sound judgment, and flexibility to work beyond normal hours when necessary
  • Proficiency in MS Office, email, and related software
  • Demonstrated experience in contract negotiations
  • Knowledge of trans-boundary water issues

4. Reporting

The Legal Services Manager will report directly to the Project Manager.


5. Terms of Assignment

The successful candidate will be engaged on a full-time basis for a maximum period of three (3) years.
