Background Information
The Government of Lesotho, through the Ministry of Natural Resources, has established a Project Implementation Unit (PIU) to oversee implementation of the Lesotho Lowlands Water Development Project Phase II (LLWDP-II).
The main objective of LLWDP-II is to provide access to water supply and sanitation services and improve reliability and sustainability of water supply in:
- Zones 2 & 3: Hlotse and Maputsoe (North of Lesotho)
- Zones 6 & 7: Mafeteng and Mohale’s Hoek (South of Lesotho)
The PIU invites suitably qualified Lesotho nationals to apply for the position of: Legal Services Manager (Position available in LLWDP-II)
Job Summary
Under the general supervision of the Project Manager, the Legal Services Manager is responsible for supporting the PIU and the Steering Committee on all legal issues affecting the project and its operations, including contracts drafting, negotiations, and administration.
1. Overall Duties and Responsibilities
- Provide legal advice on all legal issues
- Coordination and secretarial services for the project’s donors and Steering Committee meetings
- Ensure PIU activities comply with:
- Project objectives
- Financing Agreements
- Supplemental agreements entered into by the PIU
- Lesotho laws and regulations
- Other applicable laws and regulations
- Prepare and submit reports and legal opinions as required
- Represent PIU before courts, arbitration proceedings, and other juridical bodies
- Act as liaison between PIU and Government of Lesotho legal counsel on project-related legal matters
2. Education and Qualifications
- Master’s degree in Law with at least seven (7) years relevant working experience
- Minimum five (5) years experience in contract administration
- Experience in the water sector is an added advantage
- Membership of a recognized professional body is an added advantage
3. Key Competencies, Skills and Abilities
- Experience with a diverse range of legal issues, particularly contract administration and project finance
- Knowledge and experience in public administration or international development
- Familiarity with procurement laws and regulations of:
- World Bank
- European Investment Bank / European Union
- Government of Lesotho
- Ability to work with multidisciplinary teams of diverse cultures and institutions
- Professionalism, good judgement, and flexibility to work outside normal hours
- Proficiency in MS Office, email, and related software
- Demonstrated experience in contract negotiations
- Knowledge and experience in trans-boundary water issues
4. Reporting
The Legal Services Manager reports to the Project Manager.
5. Terms of the Assignment and Duration
Successful candidates shall be engaged on a full-time basis for a maximum period of three (3) years.
