ROLE PURPOSE
This role is positioned in the Momentum Health Lesotho business and is accountable for risk management, legal, and compliance risk management.
The Risk Manager will:
- Provide the overall direction for risk management, legal (including Secretariat), and compliance.
- Manage Anti-Money Laundering (AML) and Counter Financing of Terrorism & Proliferation (CFT&P) activities within the Lesotho legal framework.
- Provide a trusted, forward-looking view of risk that advances strategy and balances risk and reward.
- Implement risk metrics and reporting, including losses, incidents, key risk exposures, and early warning indicators.
- Improve the Health business’s risk management readiness through communication, training, performance measurement, and change management initiatives.
REQUIREMENTS
- Bachelor’s Degree in Law.
- Postgraduate qualification in Corporate Governance, Risk Management and/or Compliance is an added advantage.
- Registered with the Institute of Chartered Secretaries (preferred).
- Admitted legal practitioner (added advantage).
- Minimum 4–8 years’ experience in business, finance, audit, risk management, legal, or compliance within the health insurance or financial services industry.
- At least 3 years’ experience in a company secretary role at management level.
- Experience dealing with multiple regulators.
- Sound knowledge and understanding of corporate law and corporate governance.
- In-depth understanding of regulatory compliance requirements for the health and financial services industries.
- Strong team player with the ability to work collaboratively.
DUTIES AND RESPONSIBILITIES
INTERNAL PROCESS
- Report to Executive Management, Combined Assurance Forum, and the Board on current risk profiles and emerging threats, including:
- New events
- Follow-up on past events
- Emerging risks
- Results of risk, compliance, legal, and audit reviews
- Progress towards risk improvement objectives
- Maintain independence of the risk management function with no revenue-generating responsibilities.
- Influence business strategy and culture through collaboration.
- Monitor legislative changes and best practices impacting risk, legal, and compliance.
- Foster a risk-aware culture through communication and education.
- Establish and manage risk management processes including identification, assessment, monitoring, and reporting.
- Direct and oversee implementation of risk, legal, and compliance frameworks.
- Establish legal and company secretarial management processes for the country.
- Oversee statutory and legislative compliance.
- Develop governance structures to support effective information flow.
- Prepare quarterly risk management reports for MHS Exco, Combined Assurance Forum, and the Board.
- Drive implementation of the Integrated Assurance framework.
- Ensure compliance with NBFIRA regulations, AML laws, and industry practices.
- Design and implement compliance programs, training, and awareness initiatives.
- Investigate breaches and ensure corrective action.
