Position: Legal Officer

Reports to: General Manager – Legal and Company Secretary

The Lesotho Water and Sewerage Company (WASCO) invites applications from suitably qualified local candidates for the position of Legal Officer.


Purpose of the Role

To provide comprehensive, proactive legal advisory and company secretarial services to WASCO. The role includes managing litigation, drafting and reviewing legal instruments, ensuring regulatory compliance, and supporting governance structures to mitigate legal risk and protect the organisation’s interests.


Key Tasks & Responsibilities

1. Legal Advisory & Compliance

  • Provide timely and accurate legal advice to management and staff on compliance, contractual matters, industrial relations, and interpretation of laws affecting WASCO operations.
  • Conduct legal research and draft formal legal opinions on organisational matters.
  • Review and vet WASCO policies to ensure alignment with the Policy Development Framework and applicable laws.
  • Develop and deliver training programmes on key legislation affecting WASCO operations.

2. Litigation & Dispute Management

  • Manage a portfolio of litigation cases and represent WASCO in courts, tribunals, and alternative dispute resolution forums.
  • Liaise with and manage external legal counsel to ensure effective representation and cost efficiency.
  • Guide internal investigations into illegal connections, vandalism of infrastructure, and other offences.
  • Initiate and facilitate debt recovery processes, including issuing summons to defaulting customers.

3. Contract Management & Drafting

  • Draft, review, and negotiate legal contracts, agreements, and Memoranda of Understanding (MoUs).
  • Ensure all contractual instruments adequately protect WASCO’s legal and commercial interests.

4. Corporate Governance & Secretarial Support

  • Provide secretariat services to WASCO governance structures, including preparation of agendas, minutes, and supporting papers.
  • Ensure compliance with statutory filing requirements and corporate governance best practices.

5. Stakeholder Engagement & Legal Risk Management

  • Proactively identify and advise management on potential legal risks and mitigation strategies.
  • Liaise with industry bodies such as the Association of Lesotho Employers and Business (ALEB).
  • Facilitate insurance claims and assist in securing titles and leases for WASCO properties.
  • Participate in the law-making process by providing input on proposed legislation affecting the water sector.

Minimum Qualifications & Experience

  • Bachelor of Laws (LLB) degree
  • Admitted to practice as an Attorney or Advocate in Lesotho
  • Minimum of five (5) years post-admission legal practice experience in litigation, regulation, compliance, and corporate governance
  • Added advantage: Corporate secretarial experience and a valid driver’s licence
