ADVERTISEMENT: VACANCY FOR LEGAL OFFICER

The Persons with Disability Advisory Council (PWDAC), established under Section 4 of the Persons with Disability Act, is mandated to promote and protect the rights of persons with disabilities in Lesotho. The Council is seeking to recruit a qualified and experienced Legal Officer to support its legal and advocacy work.

TERMS OF REFERENCE (ToR): LEGAL OFFICER

  1. Introduction
    The Legal Officer will provide legal advice, conduct legal research, support legislative and policy review processes, and ensure the Council’s activities comply with relevant legal and regulatory frameworks. The officer will also play a critical role in advocating for the rights of persons with disabilities in Lesotho.
  2. Key Responsibilities
    • Provide legal advice and support to the Council on matters relating to the rights and protection of persons with disabilities.
    • Monitor and analyze legislation, policies, and administrative decisions affecting persons with disabilities.
    • Draft legal opinions, position papers, and legal documents.
    • Support strategic litigation and case monitoring where necessary.
    • Facilitate and participate in consultations on law reform and policy development.
    • Represent the Council in relevant meetings, committees, or legal forums.
    • Work closely with stakeholders, including government departments, civil society organizations, and development partners.
    • Support capacity building initiatives on disability rights law and related frameworks.
    • Ensure compliance with national laws, the Persons with Disability Equity Act, and international human rights instruments.
  3. Required Qualifications and Experience
    • A Bachelor’s Degree in Law (LLB) from a recognized institution (a Master’s degree is an added advantage).
    • Admission to practice law in Lesotho.
    • At least three (3) years of relevant experience in legal practice, preferably in human rights, disability rights, or public interest law.
    • Strong knowledge of national and international disability rights frameworks.
    • Excellent research, writing, and advocacy skills.
    • Strong interpersonal and communication skills.
    • Ability to work independently and in a team.
  4. Desirable Attributes
    • Demonstrated commitment to the rights and dignity of persons with disabilities.
    • Experience working with civil society organizations or government institutions.
    • Fluency in both Sesotho and English.
