The Lesotho Public Procurement Authority is a regulatory body established under the Public Procurement Act, 2023. Its role is to regulate and oversee all public procurement activities carried out by procurement entities governed by this Act.
The Authority invites qualified and experienced candidates for the following position:
Position: Legal Officer
Job Summary:
The Legal Officer will provide legal advisory services to the Authority and serve as the Registrar/Secretary to the Procurement Tribunal, responsible for case management, coordination of Tribunal services, and facilitating communication between the Tribunal, the Authority, and other stakeholders.
Key Duties and Responsibilities:
1. Legal Advisory Services
- Provide legal advice to divisions within the Authority on matters with legal implications
- Conduct legal research to support policy development, decision-making, and compliance
- Draft, review, and scrutinize contracts, agreements, and other legal documents
- Represent the Authority in legal proceedings or coordinate the work of external counsel
- Ensure Authority operations comply with applicable laws, regulations, and policies
- Build staff capacity on laws, regulations, and governance instruments relevant to procurement
2. Litigation and Dispute Management
- Prepare and file pleadings to initiate or defend cases on behalf of the Authority
- Supervise and monitor the performance of external counsel engaged by the Authority
- Ensure enforcement of court orders, rulings, and judgments
- Support the Head of Legal in preparing budgets, work plans, and procurement needs for the Legal Unit and Tribunal Secretariat
- Submit regular reports on legal activities and Tribunal operations for accountability and monitoring
3. Case Management and Tribunal Case Process
- Lead the development, review, and implementation of case management policies, standards, and procedures
- Formulate and implement strategies to promote early resolution of cases and prevent backlogs
- Oversee systems for effective coordination among all stakeholders in the flow of Tribunal cases
- Establish and maintain monitoring systems to track case progress and outcomes
- Administer and oversee the execution of Tribunal judgments and rulings
4. Coordination of Procurement Tribunal Services
- Organize and lead stakeholder consultations on the formulation and review of Tribunal rules and procedures
- Consolidate and integrate stakeholder inputs into Tribunal rules and operational frameworks
- Oversee implementation and adherence to Tribunal rules and procedures
- Facilitate communication and information-sharing between the Tribunal Chairperson, the Authority, and external stakeholders
- Drive reforms and improvements in Tribunal structures, systems, and processes to enhance service delivery
Qualifications and Experience:
- Minimum of Bachelor of Laws (LLB) degree
- Minimum of five (5) years’ experience in public procurement or administrative law
- Postgraduate in Procurement Law or Supply Chain Management will be an added advantage
- Admission as an Advocate or Attorney of the High Court of Lesotho

- Ability to manage dual responsibilities efficiently and work under pressure
