Job Title: Learning and Development Specialist (Paterson Grade C)

Job Purpose
The Learning and Development Specialist is responsible for designing, implementing, and evaluating training programmes that align with Lesotho PostBank’s strategic objectives. This role ensures that all operational staff are equipped with the necessary knowledge and skills to perform effectively by developing training materials, coordinating training activities, and managing the training budget. The officer also ensures compliance with LPB manuals, policies, and processes.
Key Duties and Responsibilities
- Collaborate with departmental heads to identify and prioritize training and development needs in alignment with LPB’s Performance Management System, Succession Planning, Talent Management, and Strategic Objectives.
- Assess employee training needs and develop customized training plans using diverse methodologies.
- Consolidate a comprehensive Bank-wide training plan addressing both strategic and operational requirements.
- Design, deliver, and evaluate training programmes to ensure effectiveness and relevance.
- Manage and monitor the training budget to ensure cost-effective delivery of training initiatives.
- Oversee training facilities and equipment and maintain accurate training documentation, including employee assessments and training records.
- Foster and maintain positive relationships with external training institutions and providers.
- Facilitate training for operational staff on LPB policies, manuals, procedures, and processes to enhance performance.
- Facilitate the identification and engagement of external training providers.
- Coordinate the development and delivery of internal LPB training modules.
- Organize induction and refresher courses on general LPB policies.
- Establish and implement a post-training evaluation system to measure the impact of training on employee performance.
- Conduct post-training evaluations and report on outcomes.
- Monitor and ensure adherence to the LPB Training and Development Policy.
Qualifications and Experience
- Degree in Learning and Development, Human Resources Management, Industrial Psychology, or any related discipline.
- At least six (6) years’ working experience in a Training and Development function.
- Banking experience will be an added advantage.
