Position Title: Laboratory Administration Officer
Program: Ministry of Health – CDC Cooperative Agreement

Duty Station: Ministry of Health Headquarters, Maseru
Level of Effort: Full-time
Duration: Ten (10) months, renewable subject to performance and availability of funding
Reporting to: Director, Laboratory Services and Research
Background
The Ministry of Health has received support from the Centers for Disease Control (CDC) under the project titled “Strengthening Ministry of Health’s Capacity (MOHCap) for HIV Diagnosis, Treatment and Monitoring in the Kingdom of Lesotho.”
The Ministry is seeking a suitable candidate for the position of Laboratory Administration Officer, who will be responsible for providing administrative support and ensuring the smooth and efficient operation of the Laboratory Services. The incumbent will report to the Director of Laboratory Services and work closely with other administrative staff to carry out day-to-day administrative duties.
Key Responsibilities
1. Administrative and Coordination Functions
- Coordinate and manage day-to-day administrative operations across the NRL and LBTS.
- Supervise and support administrative and support staff to ensure smooth workflow and adherence to performance standards.
2. Facility and Infrastructure Oversight
- Coordinate maintenance and repairs of laboratory buildings, equipment rooms, offices, and utility systems.
- Liaise with facility management and service providers to ensure timely delivery of maintenance, cleaning, and repair services.
- Monitor and manage utility bills (electricity, water, internet, etc.), ensuring timely payment and cost efficiency.
- Oversee security operations and ensure safety compliance for both NRL and LBTS facilities.
3. Fleet and Logistics Management
- Coordinate the scheduling and deployment of all vehicles and motorbikes used for sample transportation and official duties.
- Maintain vehicle and motorbike logbooks, fuel consumption records, and service/maintenance schedules.
- Ensure proper allocation and supervision of drivers and riders, enforcing adherence to transport policies and safety procedures.
- Oversee the mobile laboratory’s operational readiness and logistical support, including movement tracking and supply coordination.
4. Procurement and Asset Management
- Support the preparation and follow-up of procurement requests for administrative and operational needs.
- Maintain an updated inventory of office assets, furniture, and equipment.
- Ensure proper use, maintenance, and accountability for government property.
- Liaise with the procurement unit to track delivery timelines and address logistical bottlenecks.
5. Financial and Resource Oversight
- Manage petty cash and monitor expenditure related to administrative and facility operations.
- Assist in the preparation of administrative budgets and ensure proper cost control measures.
- Facilitate timely processing of payments for utilities, service providers, and minor operational expenses.
6. Communication and Stakeholder Coordination
- Support internal communication to enhance coordination between departments and laboratories.
- Maintain confidentiality and professional integrity in handling official correspondence and information.
Qualifications and Experience
- Bachelor’s degree in Public Administration, Business Management, Health Care Management, or a related field.
- At least three (3) years’ experience in administration, preferably within a health or laboratory setting.
- Strong organizational and communication skills.
- Proficiency in Microsoft Office applications.
- Significant experience in organizing office procedures.
