The Ministry of Health has received support from Center for Disease Control (CDC) under the project title “Strengthening  Ministry of Health’s Capacity (MOH-Cap) for HIV Diagnosis, Treatment and Monitoring in the Kingdom of Lesotho”. The Ministry is looking for a suitable candidate for the position of Laboratory Quantification Officer.

JOB TITLE   :           Laboratory Quantification Officer

PURPOSE:

Oversee all quantification activities within the Supply Chain Mechanism. Ensure availability of streamlined quantification tools that are adopted by the Ministry of Health. Ensure availability of commodities for continuous testing services.

ROLES AND RESPONSIBILITIES:

  1. Participate in the development and review of the quantification tools, operational plans and policies for all commodities.
  2. Quantify for TB and HIV/AIDS medicines and laboratory consumables required thereof at Central Level.
  3. Support and monitor the implementation of quantification processes for essential medicines and laboratory commodities at District level.
  4. Implement quantification training plans for the Central procurement structures and District health facilities.
  5. Collaborate with Ministry of Health in developing Service Level Agreements with suppliers and track set Key Performance Indicators for suppliers and equipment Vendors.
  6. Assure the quality of quantification and other procurement system and structures in line with the Quality Management Systems.
  7. Initiates procurement of commodities within the procurement department.
  8. Reviews and submit quantification reports for respective commodities to the Supply Chain Manager.
  9. Make use of the NDSO situation report and both stock situation and stock take reports from Health facilities to plan supportive supervisions for quantification processes at District Level.
  10. Participate in the development and continuous review the tools for supporting, supervising and monitoring implementation of the supply chain management.
  11. Support and monitor implementation of Quantification processes.
  12. Participate in the evaluation of the Quantification system performance.
  13. Work in a professional manner and maintain good relationships with MOH HQ officers, district staff and counterparts.

Education:

Diploma in Biomedical Sciences or relevant field with Advanced Certificate of Chartered Institute of Supply and Procurement (CIPS).

Experience:

  • Minimum 5 years of experience in forecasting and supply planning and/or supply chain management systems.
  • Skilled in the use of MIS systems for forecasting and supply planning.
  • Demonstrated ability to work with cooperating partners in implementing complex programs.
  • Excellent interpersonal, written and oral communications skills.

Duration and Remuneration:

This position is for (1) year period and it is renewable based on performance and availability of funding.

The salary for this position is market related, but will also be commensurate with requisite qualifications and experience.
