1. SUMMARY

CBA is a local, humanitarian, development and non-governmental organisation whose mandate is to assist the Lesotho Government of Lesotho in pushing back the frontiers of poverty through various interventions including Natural Resource Management; Economic Empowerment particularly for women and girls; Food security and Livelihoods; and of course, HIV& AIDS prevention, care and support.

CBA with the support from, the Global fund through Ministry of Finance Project Management Unit (PMU) will be implementing the Key Populations (KP) programs.  The project aims to strengthen the HIV prevention and care interventions for key populations (KP) through enhancing the capacity of the KP-led and KP-competent organizations to plan, deliver and optimize HIV prevention, care and treatment services to KP. CBA will implement the project focusing on Female Sex Workers (FSWs), Men having sex with other men (MSM) and Injecting Drug (IDU) in eight (8) districts namely; Butha-Buthe, Mokhotlong, Thaba-Tseka, Quthing, Mohale’s hoek, Mafeteng, Mokhotlong and Berea.

2. PRIMARY RESPONSIBILITIES

The Key Population Nurse Under the supervision of the Project manager, the Key Population Nurse will be responsible for the provision of human resource services and support to line management and to provide a framework for maintaining good relationships between management, employees and TB/ HIV/SRH Care and Prevention staff in all ten (8) districts. She will provide training mentorship, and utilization and succession plan for the district

3. KEY RESPONSIBILITIES:

The Key Population Nurse will have the following duties and responsibilities:

Provision of Care and Treatment services to clients who are eligible for clinical services

The incumbent will be responsible for providing prevention, care and treatment services to Key populations (FSW, MSM and IDU) in the district. The responsibilities are:

  • Clinical assessment of key populations (MSM, IDU and FSWs) to deliver a comprehensive package of care including HIV diagnosis and treatment (ART), STI diagnosis and treatment and PrEP for high-risk negative clients
  • Taking clinical history and conducting physical examination to KPs before initiation of ART, TB and PrEP and Collect bloods at initiation and later follow-up as per Lesotho guideline of clients on PrEP.
  • Dispensing or refilling of ART, TB and PrEP to eligible clients; conduct adherence counselling of clients on ART, TB and PrEP and follow up support of ART, TB and PrEP initiated IQs.
  • Monitoring of   PrEP clients and linkage into ART for sero-converting clients while on PrEP and engage with public and private health facilities to support follow up of clients
  • Assist with ordering ART, TB and PrEP and other commodities and update client’s records on ART, TB and PrEP files held and manage and supervise a working and up-to-date dispensary to record all stock received and dispensed
  • Support development and implementation of innovative social mobilization and demand creation activities for increasing the demand and uptake of HIV prevention and care services among FSWs, MSM and IDU in the 8 districts.
  • Provide technical guidance and oversight to Care for Basotho for provision of high-quality HIV prevention, HIV testing, and support for adherence and retention in care services for FSW, MSM and IDU reached in the program.
  • Support development of effective strategies to improve linkages and referrals of key populations to HIV prevention, treatment, care and support services available at both facility and community levels in the 8 districts.

Managing programme activities at district Level

The incumbent will be responsible for leading mobilization of clinical partners at district Level for the provision of comprehensive services to clients for ART, PrEP and SRH. The responsibilities are:

  • Lead the mobilization of program partners and stakeholders, and establishment of partnerships, collaborations and synergies for improving program implementation and development.
  • Participate in provision of trainings, mentoring and coaching to Care for Basotho to enhance knowledge, skills and competencies for improving program delivery and achievement of program results.
  • In collaboration with other Partners ensure reduction of barriers to obtaining clinical ART and PrEP care/services and integrate ART and PrEP in peer navigation, in the development of tools and materials promoting PrEP resources and services.
  • Undertake targeted, periodic supportive supervision to Peer staff to promote increased mentorship, joint problem-solving, effective communication and overall improved work performance at program and site levels.
  •  Support the Care for Basotho to provide targeted demand creation and conduct ART, TB and PrEP outreach activities with at-risk communities and participate in meetings/initiative centred training of Care for Basotho staff on ART, TB, and PrEP service delivery.
  • Perform any other duties as assigned by the Project manager.

Reporting

The incumbent will be responsible for working closely with the district team for submission of daily. Weekly and monthly reports to the district Coordinator. This will include the following:

  • Work in close liaison with the Peer staff, Data Clerks and Monitoring and Evaluation Officer to regularly track reporting of program results for the FSWs, MSM and IDU program activities.
  •  Participate in data verifications.
  • To support periodic monitoring and review of progress towards achievement of program milestones and targets.

4. EDUCATION & EXPERIENCE:

  • Minimum of five years of work experience in implementation of community-based HIV /TB and AIDS prevention, care and support programs.
  • Experience in working with Key population programmes will be an added advantage
  • Experience of working in HIV donor -funded programs and experience, in a supervisory role, will be an added advantage.
  • Experience with HIV and AIDS interventions for key populations will be an added advantage.
  • Diploma/ Degree in Nursing and Midwifery with a minimum of ART,TB and PrEP experience.
  • Registered with Lesotho Nursing Council of Lesotho with valid practicing licensure.
  • Must have extensive experience in HIV, AIDS, TB, and STI treatment and care
