We are currently seeking qualified, experienced, dynamic, and highly motivated candidates for a Knowledge Management and Software development Lead position for the Digital Health Contract contained within the Millennium Challenge Corporation’s (MCC) Health and Horticulture Compact’s Health System Strengthening project (LMDA/CD/C/09/2022 Procurement 4: Digital health services), based in Lesotho. The knowledge management and software development lead will be responsible for providing coordination support for overall assessment, Leading capacity building assessment, supporting capacity building, implementation coordination, and managing software design and development.

Responsibilities

  • Serve as the subject matter expert (SME) for Knowledge Management
  • Leads the training and capacity building assessment including by:
    • Identifying knowledge and skills gaps in the functionality of an interoperable/interconnected HMIS. 
    • Confirming target groups for training, assess existing material and identify topics for future training and capacity building. 
  • Leads in collaboration with the ICT & Networks Lead the IT technical support services and needs assessment:
    • Document existing IT technical support practices and operations and maintenance systems and structures in place for e-Register, DHIS2, laboratory software (DisaLab or an alternative) and pharmacy software including documenting existing service level agreements and/or other relevant maintenance contracts that provide technical support to existing software and hardware available at health facilities.
    • Will document the number of staff who are supporting each system, their current scope of work, confirm the user support system and tier support used to track and prioritize IT requests. 
  • Contribute to HIS and ICT curriculum development to integrate into institutions of higher education in Lesotho by supporting the development of internal knowledge repository and processes to support learning, capacity building on health information and health finance systems implementation and sharing best practices across the MCC partnership.

Qualifications

  • PhD and 4 years of experience, or equivalent combination of education and experience. (Master’s degree and 8 years or Bachelor’s degree and 12 years)
  • Expert knowledge of: ASP.NET/MVC and SQL Server
  • Experience with C#, AJAX, REST, SOA, React, jQuery, and CSS Experience
  • At least 2 years architecting and implementing data-driven web applications Familiar with Agile development methodologies
  • Experience with system development lifecycle methodologies, deliverables, control
  • Experience in traditional design patterns and micro services
  • Experience in successfully implementing desktop and web applications
  • Excellent verbal and written communication skills
  • Monitoring and problem resolution of production incidents
  • Strong analytical, troubleshooting/problem solving, and time management skills Ability to self-direct, prioritize, and manage multiple tasks and demands
  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel
