For the Project: Cooperation Facility and Visibility and Communication Strategy for Lesotho, Lesotho
The overall objective (Impact) to which this action contributes is to establish a cooperation facility to support the implementation of the Multi-annual Indicative Programme 2021-2027 and Team Europe Initiatives, including strategic communication activities. The specific objectives (Outcomes) of this contract are as follows:
- Support Lesotho’s development strategies, the implementation of the Multiannual Indicative Programme and Team Europe Initiatives;
- Promote the values that inspire the partnership between Lesotho and the European Union.
DAI is looking to recruit a new Key Expert 1 – Team Leader/PFM Expert (Replacement)
- The project team is managed by the Team Leader, who provides general supervision and coordination of all activities of the facility. In terms of project management responsibilities, he/she ensures the overall quality support and control for all outputs and design of deliverables, and he is in charge of the planning, organisation and monitoring of activities.
- The Team Leader also drafts and submits activity reports to the project manager identified in the contract and is in charge of the information/communication about the activities and effective dissemination of results. He ensures coordination among the main beneficiaries.
- Experts mobilization – Team Leader is also responsible for ToR development and mobilisation of NKEs, with the support of DAI backstopping team.
- Quality Assurance – Reporting of assignment deliverables to designated EUD Programme Manager is the task of the Team Leader. In all cases, the Team Leader is in charge of full quality assurance and quality control of deliverables and its validation prior to the submission for approval to the Contracting Authority.
In particular responsible for the implementation of Component 1:
Component 1 of the project consists of various support activities that include capacity building and technical assistance packages to aid in achieving Outcome 1 of supporting Lesotho’s development strategies and implementing the MIP and Team Europe Initiatives. The activities are determined through prioritization, based on stocktaking and consultations during the inception phase, and are assessed through regular needs assessments and stakeholder consultations thoruoghout the implementation phase. The six activities under this component aim the following:
- Activity 1.1 focuses on enhancing the capacity of the GoL to implement the MIP by providing technical advisory tasks related to conceptualizing initiatives, planning delivery and support, active delivery and monitoring, and report preparation.
- Activity 1.2 aims to support efficient inter-institutional coordination by providing duides, manuals and platforms for dialogue.
- Activity 1.3 focuses on capacity building and transfer of skills to state institutions to ensure the appropriation of the program by them.
- Activity 1.4 aims to strengthen institutional capacity in design, planning, implementation and monitoring of public policies and state reforms relevant to EU cooperation with Lesotho.
- Activity 1.5 is focused on consolidating results-based management, improving the quality of public finance management, promoting transparency, and expanding the mobilization of domestic financial resources.
- Activity 1.6 aims to support the government’s leadership capacity in development aid management and implementation of the aid effectiveness agenda. The activities aim to support the optimal functioning of relevant committees and related technical teams, establish and operationalize the system for M&E and support improvements in governance, accountatbility and the functioning of the Public Administration system of Lesotho. The TCF will conduct commissioned research to ensure an evidence-based approach to identifying and closing gaps in public finance and related transparency and accountability requirements. Finally, these activities are cross-cutting and necessitate close interlinkages with the other activities under this component.

Qualifications and skills
- Master’s degree in Business Administration, Economic Sciences, International Relations, Social Sciences or equivalent domains. In its absence, equivalent professional experience of at least 12 years in the above domains, preferably in one of the countries included in the DAC List of ODA Recipients;
- Knowledge of both written and spoken English;
- Excellent communication skills and organisational capacity;
- Proven ability to write, synthesise and systematise information;
- Proven experience in preparing terms of reference, manuals and supporting documents;
- Ability to work in a multi-cultural context;
General professional experience
- Minimum 12 years of professional experience, with at least 6 years in international cooperation projects;
- Minimum 5 years of experience as Technical Assistance Team Leader in European Union cooperation programmes;
- Work experience in Southern Africa and/or Lesotho will be positively valued;
Specific professional experience
- At least 5 years’ experience in planning, formulation, analysis, implementation and evaluation of public policies;
- At least 5 years’ experience in improving and consolidating institutional capacities (planning, programming, information and monitoring) for the implementation of public
policies; - At least 5 years’ experience in the management of public finances and management of results-based management methodology;
- Proven experience working with Ministries or other entities of the Public Administration.
- Experience in managing change processes in the public or private sector will be positively valued.
All experts must be independent and free from conflicts of interest in the responsibilities they take on.
Duration and Date: Long-term till the end of the project.
