SUMMARY

Care For Basotho (CBA) is a local, humanitarian, development and Non-Governmental Organization whose mandate is to assist the Lesotho government in pushing back the frontiers of poverty through various interventions including Natural Resource Management, Economic Empowerment particularly for Women & Girls, Food Security & Livelihoods and of course HIV & AIDS prevention, care, treatment and support.

CBA with the support from Baylor College of Medicine Children’s Foundation-Lesotho (BCMCFL), is implementing the Karabo ea Bophelo (KB) project.  The project aims to:

prevent new HIV infections and reduce vulnerability among Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) in Lesotho. Care for Basotho (CBA) provides services for children of female sex workers (FSWs) and is operating in in four districts, namely; Maseru, Berea, Leribe and Butha-Buthe and the community councils in these districts.

PRIMARY RESONSIBILITY:

The Monitoring and Evaluation (M&E) Assistant, Under the supervision of M&E Officer, will support day to day implementation of M&E activities within Key population program. The incumbent will support data collection, capturing and reporting processes at designated program sites. S/he will support, coach and mentor the Peer staff in their day-to-day data collection and reporting in line with data quality, integrity, safety and security requirements. The M&E Assistant will be responsible in facilitating M&E trainings, and will actively participates in Monitoring and Evaluation activities at site and district level.

KEY RESPONSIBILITIES:

Planning and coordination

  • Provides support to Peer Staff and project to ensure that they meet the MEAL standards and good MEAL practices
  • Adapt and continue to develop MEAL methodology, approaches and tools, and provide support guidance and ensure their proper use.

Technical support for MEAL standards, procedures and tools implementation

  • Facilitate trainings, coaching, mentoring and supervision to the Peer staff on monitoring and evaluation processes, including use of approved data collection tools and templates
  • Advise and support program staff and /peer staff on quality data gathering and analysis to facilitate informed program and project design
  • Support and follow up on learning events to document lessons learned and best practices from interventions.

 Capacity Management

  • In coordination with the M&EO, support capacity development of Peer staff in the area of MEAL.
  • Establish an external relevant network of organizations within 
  • Facilitate peer staff adherence to set targets 
  • Facilitate timely and regular internal data quality audits
  • Ensures timely data entry and submission.
  • Facilitates in Routine Data Quality Assessments 
  • Attend and Participate in the weekly/ monthly program internal review meetings among peer and support staff

KEY WORKING RELATIONSHIPS

  • Internal: Monitoring and Evaluation Officer, Finance Officer, Administration and Procurement officer, interns and Data Clerks, Project Officers, and entire CBA staff.
  • External: Other KB Implementing Partners, government departments, local and international organizations, Private sector and consultants.

EDUCATION & EXPERIENCE:

  • Must have completed an Associate degree in Business Information Technology or Diploma and or First Degree in social sciences discipline or related fields.
  • At least two (2) year of work experience in data collection, capturing and verification within USAID/PEPFAR funded projects
  • Experience working within the NGOs/CBO, iNGO sector, specifically in the HIV/AIDS or related programs.
  • Proven experience working as a M&E Assistant or in a similar role.
  • Must have experience in implementing electronic, mobile or tablet-based data-collection systems for data entry.
  • Sound understanding of relevant indicators, data collection methodology, data quality issues; data collection tools and assess data quality
  • Strong knowledge of Microsoft Office suite (Especially MS Excel) required.
