Background
The BMZ‑financed programme “Transboundary Water Management in SADC (TWM)” supports the implementation of regional strategies for Integrated Water Resource Management. Under TWM, the project “Support to Integrated Catchment Management (ICM)” supports the ReNOKA national programme in Lesotho, co‑financed by the European Union.
ReNOKA is a multi‑stakeholder initiative involving government ministries, civil society, and the private sector. The programme follows a people‑centred, gender‑responsive, youth‑inclusive, and climate risk‑informed approach, promoting nature‑based solutions and climate resilience in catchment management.
The ICM Action is now seeking a Junior Advisor: Monitoring & Evaluation (M&E) to support monitoring, evaluation, and quality assurance activities.
About the Position
This role is suited for a young professional with an interest in statistics, data organisation, and environmental or livelihood‑related fields, particularly with gender‑ and youth‑sensitive approaches.
The position is part of the Joint EU/BMZ funded initiative, implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ GmbH). The ideal candidate is a communicative team player who enjoys both fieldwork and data processing, and is committed to driving results despite challenges.
Tasks and Responsibilities
Overall Responsibility
Support progress and impact monitoring of the ICM Action, ensuring high‑quality data, gender‑ and youth‑sensitive analysis, and consistent reporting.
Key Responsibilities Include:
1. Monitoring of Project Progress and Achievements
- Support impact monitoring and assist in the design and conduct of impact studies
- Ensure gender‑ and youth‑specific approaches, including sex‑, age‑ and disability‑disaggregated data (SADDD)
- Collect, analyze, visualize, and interpret data to support adaptive management
- Collaborate with technical staff and partners and support regular monitoring meetings
2. Digital M&E Tools
- Support development and operationalization of digital M&E tools
- Contribute to integration with the national ReNOKA programme
- Update digital platforms, including the EU OPSYS system
3. Reporting and Results Communication
- Contribute to timely and high‑quality narrative progress reports to the EU, BMZ, and Government of Lesotho
- Support preparation of presentations for steering committees and coordination meetings
- Contribute to factsheets and other communication products
4. Operational Planning
- Support coordination of annual and quarterly operational planning
- Contribute to finalisation of planning documents
5. Information and Knowledge Management
- Maintain and update project filing systems
- Support internal learning processes
- Strengthen internal communication and maintain the project events calendar
6. Other Duties
- Perform additional tasks assigned by management
Required Qualifications, Competencies and Experience
Qualifications
- University degree in geography, biology, life sciences, agriculture, forestry, natural resource management, or similar
- Strong statistical component required
- Certifications or coursework in gender/youth analysis, social statistics, or inclusive research are advantageous
Professional Experience
- Initial relevant work experience (up to 2 years) in M&E through employment, internships, or similar roles
Technical Competencies
- Strong statistical knowledge
- Excellent computer skills (Excel, Word, PowerPoint, Teams)
- Ability to understand and explain complex relationships
- Knowledge of natural resource management is advantageous
Additional Competencies
- Experience in international development cooperation
- Experience with digital data collection tools (e.g. Kobo Toolbox) and analysis software (e.g. SPSS)
- Good organisational, diplomatic, and intercultural skills
- Strong awareness of gender and youth issues
- Willingness to work permanently in the field
Language Skills
- Excellent written and spoken English and Sesotho
