BACKGROUND
The BMZ financed programme “Transboundary Water Management in SADC” supports the
implementation of regional strategies for Integrated Water Resource Management. In its fifth phase, the focus lies on supporting the national programme for Integrated Catchment Management (ICM) in Lesotho, which is co-financed by the EU. ICM is a multi-stakeholder initiative that includes ministries, civil society and the private sector. The programme aims to develop capacities of Basotho stakeholders and implementing rehabilitation and prevention measures at catchment level.

A. RESPONSIBILITIES
The Junior Advisor will be responsible for:
▪ Support for the development of institutional capacities for data and learning, including the establishment of a national data system for natural resources with sustainable management capacities and suitable data governance, and the management of a research series for accompanying research.
▪ Facilitation of skills and knowledge for integrated catchment management in
Lesotho, though support to educational institutions at secondary and tertiary level and engagement of international institutions of higher learning.
▪ Facilitation of data, monitoring and learning for integrated catchment management at the community level
As this is an entry level position, the position holder will perform their duties in accordance with guidelines defined by the manager or under the instruction of more senior professionals in the team.

B. TASKS

Institutional capacities for data and learning /establishment of national data system
The Junior Advisor will be responsible for:
• Liaises with and supports members of the ReNoka Data Reference Group, which is tasked with the establishment of a national data system for integrated catchment management
• Assists with planning, coordinating and documenting meetings, workshops and other project activities with a focus on technical aspects.
• Identifies relevant research areas, conceptualises calls for proposals and assists with the review of research proposals.
• Assists with oversight, management and support of research projects and
provides logistical support.
• Liaises with research teams to track progress and assists with recording and
documenting the results of all activities.
• Puts together an overview of project activities, deadlines etc. and presents this regularly at internal and external meetings.

Support to educational institutions at secondary and tertiary level
The position holder
• Liaises with key partners of the GIZ project in the area of skills and knowledge
development, including NUL, NCDC, WaterNet and others
• Assists with conceptual work, research, drafting of TOR and partnership agreements
• Supports project monitoring and updates information on project progress, documents and reports regularly on the status of results.

Data, monitoring and learning for ICM implementation at the local level
• Facilitates research in the context of catchment planning processes
including rapid water resources and eflows assessments; climate risk and vulnerability assessments; biophysical and socio-economic surveys.
• Assists with monitoring and learning related to catchment rehabilitation and development activities implemented in sub-catchment areas.
• Facilitates coherence in data collection approach and methodology between
GIZ’s partners (e.g. ICM Coordination Unit and supporting NGO consortium),
GIZ project monitoring system and national data system for ICM.

Other duties/additional tasks
The position holder
• Assists short-term experts assigned to projects in completing their tasks
• Assists with PR work for the project/programme
• Assists in drawing up reports and translations

C. REQUIRED QUALIFICATIONS, COMPETENCIES AND EXPRERIENCES
Qualifications
• Advanced university degree in an area that is related to the project objectives
Professional experience
• Relevant initial work experience in this area
Other knowledge, additional competences
• Fluency in Sesotho and English required.
• Previous experience in the context of international development cooperation highly
desirable.
• Previous experience with data and research highly desirable.
• Ability to express oneself well both verbally and in writing; polished, target- group oriented style.
• Experience in project and event management.

D. ADDITIONAL INFORMATION
▪ This position is based the GIZ programme office in Maseru, Lesotho.
▪ The contract period for this position is until 30 November 2022 (with possebility of extension).
