Consultancy Overview
The Directorate on Corruption and Economic Offences (DCEO) has received financing from the Government of Lesotho and intends to apply part of the proceeds towards payments under a contract for the provision of Job Evaluation Consultancy Services.
The DCEO invites sealed proposals from eligible and suitably qualified consultancy firms for the provision of the above-mentioned services.
Proposals shall be clearly marked:
“JOB EVALUATION CONSULTANCY – RFP NO. DCEO/PROC/2026/2027-2”
Procurement will be conducted through the Quality and Cost Based Selection (QCBS) method in accordance with the Public Procurement Act, 2023, and is open to eligible and qualified bidders as defined by the applicable procurement legislation and regulations.
Minimum Qualifications and Experience
Interested consultancy firms must demonstrate that they possess the requisite technical capacity, professional qualifications, relevant experience, operational capacity and financial resources to successfully undertake the assignment.
Lead Consultant/Team Leader
- Minimum of a Master’s Degree in Human Resource Management, Industrial Psychology, Organisational Development, Business Administration, Public Administration or a related field.
- At least 10 years of relevant professional experience, preferably involving job evaluation, job grading, organisational development, remuneration and human resource consultancy.
- Demonstrated experience in leading and successfully completing job evaluation assignments of a similar nature and complexity.
- Experience in the application of recognised and appropriate job evaluation methodologies and systems.
- Evidence of having successfully completed at least three relevant job evaluation or closely related assignments within the past five years.
- Demonstrated experience in organisational analysis, job analysis, job description development, job grading and/or salary structure-related assignments.
- Excellent analytical, facilitation, report-writing and communication skills.
Supporting Consultant(s)
- Minimum of a Master’s Degree in Human Resource Management, Industrial Psychology, Organisational Development, Business Administration, Public Administration or a related field.
- At least five years of relevant professional experience.
- Demonstrated experience in job evaluation, job analysis, job grading, organisational development or related assignments.
- Experience in recognised job evaluation methodologies.
- Good analytical, facilitation, report-writing and communication skills.
The consultancy firm must demonstrate substantial national, regional and/or international experience in undertaking job evaluation and related organisational and human resource assignments.

Proposals will be publicly opened in the presence of bidders’ designated representatives who choose to attend.
