THE BANK:

Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent There are 81 member states, including 54 in Africa (Regional Member Countries).  The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth.  In order to sharply focus the objectives of the Ten-Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas (High 5s), all of which will accelerate our delivery for Africa, have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa.  The Bank is seeking to build a management team that will lead the successful implementation of this vision for Africa.

THE COMPLEX:

The Vice Presidency for Regional Development, Integration and Business Delivery (RDVP) is responsible for the relevance, efficiency and operational effectiveness of Bank Group programmes and activities. The Regional Development Vice Presidency will ensure the smooth functioning of the Bank in its regional member countries and oversee the full implementation of all aspects of the Bank’s regional directorates. Within the Regional Development, Integration and Business Delivery Complex, the Bank has five (5) regional hubs, one in each region: Southern Africa, North Africa, West Africa, East Africa and Central Africa. Each regional hub is headed by a Director-General.

HIRING DEPARTMENT / DIVISION:

The Directorate General for Central Africa plays a key role in the Bank’s operational framework for poverty reduction and sustainable development in its Regional Member Countries. It leads the preparation of country and regional strategies and indicative lending programmes, focusing on the Bank’s High 5 flagship programmes, namely: “Light and Power Africa”, “Feed Africa”, “Industrialise Africa”, “Integrate Africa” and “Improve the quality of life of the people of Africa”.

The various country offices fall under one of the five (5) regional hubs for development, integration and business delivery in Africa. The Hub oversees a combination of country and liaison offices, as well as countries in the core region where the Bank has no point of presence.

THE POSITION:

The position of IT and Network Support Assistant is located in the IT Department of the Central Region’s Directorate General. His/her main role is to provide IT support to the staff of the Bank’s Regional Office in Yaoundé, repair and maintain the office’s IT equipment, and provide technical support services related to telecommunications technologies, including voice and data transmission (internet, e-mail) as well as video-conferencing.


DUTIES AND RESPONSIBILITIES:

Under the general supervision of the Director- General for the Central Region, and under the day-to-day direction of the Chief Regional IT Coordinator and the ICT Officer, the IT and Network Support Assistant will perform the following duties:

  1. Provide support to users at the level of the workstation, desktops, printers, telephone sets, and cell phones /Tablet.
  2. Provide technical assistance and support to the wired and wireless network, (WiFi) including voice, data and video conferencing.
  3. Assist the Cameroon Regional Office staff and resolve problems concerning computer systems.
  4. Ensure the repair or replacement of defective equipment through planned and approved intervention or refer it to suppliers for service or repair.
  5. Work with the teams at Headquarters and other offices to resolve network incidents. 
  6. Create and maintain a healthy and appropriate work environment with team members.
  7. Ensure that all incidents and service requests are logged in the ITSM tool.
  8. Manage communication/network hardware and software configurations, ensuring that all standards and procedures are followed.
  9. Evaluate security risks and their potential impact on the Office’s IT equipment and services.
  10. Performs tasks related to the installation, upgrade, operation, monitoring, and maintenance of the office computer network.
  11. Perform software upgrades on the office’s computer equipment.
  12. Investigate and diagnose complex network problems, in collaboration with users, the Office ICT Officer, colleagues in the IT Department at Headquarters, and vendors as appropriate.
  13. Maintain documentation of all networks, system, security, and unified communications architecture that is auditable and usable on an ongoing basis.
  14. Monitor bandwidth usage, analyse traffic patterns and volumes, and determine the impact/implications of problems on the various WAN links of the Office: ISP, VSAT and MPLS.
  15. Supervise the cabling operations and ensure maintenance.
  16. Ensure preventive maintenance of all IT equipment as well as UPS and others under the supervision of the position.
  17. Assist the project teams within the framework of IT projects in the Cameroon office.
  18. Ensure the monitoring/supervision of the IT environment and provide periodic reports.
  19. Ensure the planning and supervision of video conferencing sessions in the meeting rooms or from user stations.

SELECTION CRITERIA (qualifications, expérience, connaissances): The incumbent must:

  1. Hold a Bachelor’s degree in Computer Science or Information Systems or Computer Networks & Telecommunications or in Unified Communications, Systems or Computer Security.
  2. Have a minimum of 6 years of professional experience in the administration of computer systems and networks and telecommunications or related experience, acquired in a similar position
  3. Provide proof of nationality or permanent resident status with a work permit in Cameroon
  4. Have professional level technical certification in computer networking, unified communications, computer security, systems administration. ITIL certification will be an advantage.
  5. Have knowledge and experience in Voice over IP telephony systems, network routing protocols, and video conferencing.
  6. Have user support skills on Microsoft Office suite (Word, Excel, Powerpoint, Ms Project) and Windows client operating systems.
  7. Be familiar with security equipment such as firewalls.
  8. Have sound knowledge of wireless network administration (Wi-Fi) and cabling.
  9. Have knowledge of VSAT network support.
  10. Have sound knowledge of various information technology platforms (Client / Server, database, Internet / Intranet, messaging, ….)
  11. Have practical knowledge of wired and fiber optic cabling.
  12. Ability to work under pressure and meet deadlines.
  13. Have excellent written and verbal communication skills in one language is required.
  14. Have excellent interpersonal skills coupled with a spirit of collaboration.
  15. Have good written and oral communication skills in English or French with a good working knowledge of the other language.
  16. Have working knowledge of Microsoft Office Suite (PowerPoint, Word, Excel, Access). Knowledge of SAP is an asset.
