The Millennium Challenge Corporation (MCC) is a U.S. government corporation focused on assisting countries dedicated to good governance, economic freedom, and investing in people. In May 2022, MCC signed a five-year agreement (“compact”) with the government of Lesotho (GoL) aimed at poverty reduction through inclusive and sustainable economic growth in the country.

The Millennium Challenge Account (MCA- Lesotho II), is an entity established by the Government to act as the accountable entity to implement the Compact, with the authority to bind the Government with regard to all Program activities. 

Lesotho Compact

The Lesotho Health and Horticulture Compact aims to benefit 2.5 million people by growing, strengthening, and organizing the private sector in Lesotho and improving the government’s coordination to deliver critical services necessary to support private sector development.

It will achieve this goal through investments in Health System Strengthening, strengthening of the business environment and Market Driven Irrigated Horticulture, providing sustainable income for smallholders, and increasing climate resilience by replacing rain-fed subsistence farming with irrigated commercial horticulture in select locations.

The GoL is committed to passing several key reforms that will help make this compact successful, including reforms that address gender equality, working conditions and worker safety, as well as land and water rights. All of the compact’s projects focus on overcoming barriers to the economic inclusion of women, youth, and the rural poor.

Position Objective

MCA-Lesotho II wishes to appoint a competence proven individual to the position of the

Manager, Information Technology, serving under the supervision of the Director of Finance and Administration. The incumbent will provide technical support and lead the technician team in the development and maintenance of an Information Technology system to support the business applications and IT communications requirements of the Millennium Challenge Account (MCA) office.  The IT Manager will manage the implementation of an IT Infrastructure and will develop a team to support and extend the system.  This includes applying technical expertise and coordination with pre-selected vendors to implement the MCA-Lesotho II IT infrastructure, including set-up and installation of servers, backup services and software.  

Primary responsibilities

  • Assess the information technology (IT) and management information system (MIS) needs of MCA-Lesotho II and optimize systems, policy, and strategy to ensure the secure and stable information technology network and systems to support the activities of the MCA.
  • Oversee the IT function including a team of technicians who provide daily administration and customer helpdesk support for MCA-Lesotho II IT systems and business applications.
  • Lead implementation of MIS-based functional requirements and management of assigned MIS projects to ensure optimal alignment of the MIS infrastructure with current and future needs as well as ensure the integrity and security of systems and data stores.
  • Determine technical specifications and assess vendors for IT systems and services to ensure the procurement of said systems and services are aligned with MCA-Lesotho program and operational needs.
  • Ensure integrity of MCA Lesotho II’s computerized systems and the security measures over the network infrastructure and data stores and also manage associated risks through their identification and mitigation.
  • Monitor systems and IT infrastructure and develop system performance metrics that support the continuous improvement and ongoing utility of the computing environment.
  • Ensure that the IT team provides user support across MCA-Lesotho II including setting up hardware or software, diagnosing connectivity or data access problems, answering questions about hardware or software, helping users access shared drives and devices.
  • Hire, manage, motivate, and develop MIS staff to ensure that they are well equipped for current and future systems challenges.
  • Develop and update system documentation, which may include: the business continuity plan, data back-up plan, disaster recovery plan, project schedules, MIS infrastructure and training plans.
  • Perform system administration and engineering tasks, as needed, in support of the IT Team.
  • Conduct building and property inspections on a regular basis to ensure compliance with safety and security standards and ensure that the premises function as a conducive work environment for MCA-Lesotho II staff and partners.
  • Perform any other duties as may be assigned by the Director, Finance and Administration.

Required Competencies

  • University degree in Computer Science or Information Systems or Information Technology or another related field.
  • Approximately eight (8) or more years of progressively responsible experience in planning, design, development, implementation, and maintenance of computer information systems, including websites, web-based applications, database design and administration, LAN and WAN design and management, Windows domain services management, and project management three (3) years of which should have been served in a managerial role involving among others, leading a multi-tasked IT Team.
  • Effective analytical skills.
  • Experience managing staff and contractor resources.

Fluency in English (written and spoken) is required. Proficiency in Sesotho (written and spoken) is desirable.
