Job Summary

Working under the supervision of the Director HR & Administration, t he IT Manager will support and administer EGPAF’s systems and applications.  The IT Manager will work with the EGPAF Washington DC office to plan an overall IT/Infrastructure strategy to warrant that the systems properly support the office’s ongoing growth.  Coordinate with Washington DC to add, configure and delete user accounts, lead system installations and upgrades, trouble shoot moderately complex network problems and are the first line of support for all user requests.  the IT Manager will also provide administrative support to the EGPAF mHealth and informatics solutions developed by the Strategic Information and Evaluation team that support implementation of EGPAFs programs in Lesotho.

Major Duties and Responsibilities

End user support:

  • Provides first-level support to maintain a superior level of customer service. 
  • Occasionally handles off-hours emergencies.
  • Coordinates with Washington DC to create new user e-mail and network accounts.
  • Sets up and configures end user desktops and laptop computers.
  • Depending on office size, may hire and manage additional technical support staff.

Infrastructure support:

  • Manages nightly backups and offsite data storage,
  • Configure and install user hardware workstations and purchase necessary IT operational items.
  • Ensure relevant and required software is in place and updated as required.
  • Phone administration including name changes and support (calls technician to fix deadlines, etc).
  • Manages system back up administration including tape swapping and prep for off-site storage and retrieval.
  • Printer maintenance.
  • Put up and update the disaster recovery plan.

mHealth and Informatics Support

  • Provide IT administrative support that ensures the functionality of the mHealth and informatics solutions
  • Ensure availability of IT systems and tools needed for secure use and storage of mHealth and informatics solutions
  • Contribute to  the country program mHealth and informatics strategy development
  • Develop internal policies that govern the use of mHealth and informatics IT equipment
  • Support training and capacity building of program staff and partners on the operating of developed information systems

Departmental administration

  • Tracks hardware assets and inventories software packages.
  • Tracks software maintenance.
  • Manages office IT equipment purchases, invoice processing, vendor relations and service contracts.
  • Assists fellow IT staff members as necessary.
  • Put in place an operational network system.
  • Update the antivirus and other software on a regular basis.
  • Works closely with the Washington DC IT office to ensure the day-to-day operations in Lesotho coordinate with overall IT policies and procedures defined in Washington DC.
  • Work as part of the team to coordinate development and management of EGPAF database systems.
  • Plan, coordinate and implement security measures to safeguard information in EGPAF database system against unauthorized access, accidental or unauthorized damage, or modification.

Required Qualifications and Experience

  • Bachelor’s or preferable advanced degree in Information Systems or similar experience.
  • Minimum 7 years of experience as IT Manager
  • Current relevant technical certifications (MCSE, A+ certification, etc).
  • Three years of LAN (wireless and cabled) support experience.
  • Three years of LAN, e-mail and file/directory services administration.
  • Three years of user support experience including PC hardware and software troubleshooting.
  • EGPAF uses the Windows/Intel platform so candidate’s experience should focus on PC’s and Microsoft products.

Preferred knowledge, skills and abilities

Recent expertise as many as possible of the following:

  1. Latest Windows server expertise.
  2. Latest Windows client configuration expertise.
  3. Latest MS Outlook and Office (deployment and administration.
  4. IT system management utilities (Ghost, Web trends, etc).
  5. PDA (Blackberry) configuration and support.
  6. Familiarity with basic system administration tools and processes.
  7. Experience with wireless networks and internet connectivity (IP, DNS etc).
  8. Broad knowledge of computer hardware, network operations and maintenance.
  9. Telecommunications systems.
  10. Emerging technology trends.
