INVITATION TO TENDER
The Maseru City Council (MCC) has received funds from ROAD FUND towards the cost of periodic maintenance of two urban paved road networks and numerous road networks markings within its jurisdiction. Maseru City Council therefore intends to use these funds for maintenance of these roads.
Eligible Local Contractors are therefore invited for the construction maintenance of the following roads:

ELIGIBILITY
- Locally (100%) registered and owned Contractors with minimum 2 years’ experience on SIMILAR WORKS (Attach completion certificates or reference letters)
- Valid registration (Category D and E1 only) with Ministry of Public Works (Roads Directorate)
- Minimum annual turnover of M500 000.00 per year of construction work undertaken for each year for the last three (3) years.
- The Main Contractors shall be expected to execute the main network project having sub-contracted the road marking works to experienced local or international firms. The sub-contractor is also expected to transfer road marking skills to the main contractor.
CONDITIONS OF TENDERING
- All bidders shall attach valid and certified copy of Tax Clearance and Trader’s Licence Certificates. Copies shall be certified by issuing authorities.
- All bidders shall ensure that envelopes containing their bids are properly addressed and clearly marked; “TENDERS FOR PERIODIC MAINTENANCE AND ROAD MARKING (LOT1 or LOT2). Original and Four copies shall be submitted and clearly marked “Original or Copy”
- The tenderer is required to submit a tender guarantee of 1 per cent (1%) of the bidding or tender amount,in a form of BANK GUARANTEED CHEQUE ONLY, which shall accompany the bidding documents.
- Power of Attorney with a Notary Seal.
- Proof of payment of MCC services (Clearance Certificate) shall be produced before purchase of the document. Clearance Certificate is obtainable at MCC (Finance Department). Please attach the clearance to the submission.
- Note that MCC shall not award the two contract LOTS to one tenderer. Only one contract LOT per tenderer.
Non-compliance to the requirements will result in disqualification of tender
SALE AND AVAILABILITY OF TENDER DOCUMENTS
- The tender documents are available at the MCC Procurement Office, third (3rd) floor (room 305), Moon Star Complex along Kingsway road from the 19th of March 2020.
- The price of the Tender Documents is M3000.00 per LOT. Only cash or bank authorised cheques payable to the Maseru City Council may be lodged with the Financial Controller at MCC Accounts Office. This amount is non-refundable.
- It should be understood that the Employer is absolved of any responsibility for late, non-collection or non-delivery of the Tender Documents through any means to your firm.
SITE VISIT
A compulsory site inspection will take place on the 26th of March 2020 and will commence at 9hr00 (am) and 14hr00 (pm) respectively. All bidders and the employer will meet at: Refer to table below.

A representative of the Engineer will brief the Tenderers on the day of the visit. The final Question and Answer will be held on site immediately after the inspection.
DELIVERY OF TENDERS
All Tenders shall be submitted on or before the 4th of May 2020 not later than
12 noon either by a registered post at the tenderer’s risk or delivered by hand in Plain sealed envelope addressed as follows: –
