Procurement: Maintenance and Rehabilitation of Seven Footbridges
The Roads Directorate (RD) has allocated funds for the maintenance and rehabilitation of the seven (7) footbridges listed below and now invites sealed bids from eligible local contractors for execution of the works described in the Bidding Documents.
Eligibility Requirements
Bidding is open to Basotho contractors registered with RD in Category E who can show relevant capacity and experience in the construction and/or maintenance of footbridges and/or construction of structural steel works; not debarred or otherwise ineligible; no disqualifying conflict of interest.
Bidding shall be conducted through Open Competitive Bidding in accordance with the Public Procurement Act, 2023, the Public Procurement Regulations, 2025, and the provisions of the Bidding Documents. The procurement method is Open National Competitive Bidding.
Bidding Documents
Interested eligible bidders may obtain further information and inspect the Bidding Documents during normal working hours, 08:00 to 16:30, Monday to Friday. The documents shall be available from 2 November 2026.
The Bidding Documents in English may be purchased upon payment of a non-refundable fee of One Thousand Maloti (LSL 1,000.00) per project.
Payment may be made by transfer or deposit into the Roads Directorate Operating Revenue Account, Account No. 021000067633, SWIFT NEDLLSMX, Branch Code 390161, Nedbank, Lesotho, with proof presented to RD. POS/swiping is available at the Finance Division, Room G03, RD Headquarters.
Purchasers already paid for the same project shall receive the revision without paying a second fee.
Footbridge Projects and Mandatory Site Visits
A compulsory pre-bid meeting and site visit will be held as follows. Attendance at the relevant project visit is mandatory and will be recorded. Tenderers attend at their own cost.

Bid Submission Requirements
Bids must be delivered to the address specified under Submission of Bids below on or before 3 December 2026 at 10:00 a.m. (Lesotho local time).
Bidders must submit:
- One signed original.
- Two hard copies.
- One supporting electronic copy on a memory stick.
Electronic submission is not permitted.
Each bid shall be accompanied by a Bid Security of Five Thousand Maloti (LSL 5,000.00) as an unconditional bank guarantee in favour of Roads Directorate, in the prescribed form.
Security shall be valid for at least 28 days beyond the 90-day tender validity period, including an agreed extension.
Late bids shall not be accepted and shall be recorded and returned unopened.
Bid Opening
Bids will be opened publicly at the address specified under Bid Opening below on 3 December 2026 at 10:30 a.m. (Lesotho local time), in the presence of bidders’ representatives and members of the public who choose to attend.

Requests for clarification shall be submitted in writing within the period specified in the Tender Data Sheet. The Procuring Entity shall respond in accordance with the Instructions to Tenderers and circulate written responses to purchasers without identifying the enquirer. Only approved written addenda amend the documents.
