Subject: Invitation to Bid – Provision of Cleaning Services for Moshoeshoe I International Airport
- The Principal Secretary of the Ministry of Public Works and Transport invites sealed bids from interested and eligible service providers for the Provision of Cleaning Services at the Department of Moshoeshoe I International Airport. Full details of the required services are provided in the bidding documents.
- Technical proposals must clearly demonstrate:
- Understanding of the expected outputs
- Proposed approach to service delivery
- Required equipment
- Comments on the Scope of Work
- Relevant experience
- Detailed and updated CVs of key personnel
- A clear breakdown of fees
- All associated costs for carrying out the assignment
- The selection of the service provider will follow the Procurement Act, 2023, using the Quality and Cost Based Selection (QCBS) method as outlined in the Request for Proposals (RFP).

- Section 3 – Technical Proposal – Standard Forms

- Opening: 12:30 p.m. on the same day
- Location: Tender Box, First Floor Foyer, Public Works and Transport Building, Corner Senate Road & Lepoqo Road, Industrial Area, Maseru (Opposite Browns Wholesale)
- Mark submissions clearly:
“Provision of Cleaning Service for Department of Moshoeshoe I International Airport” – GOL/NCS 02/2025-26 - Submit 1 original and 4 copies
- Include certified legal documents: Trader’s License, Tax Clearance, VAT Certificate (where applicable)
- Mandatory Site Visit

- Requirements: Reflective vest and valid National ID or Driver’s License

- Service providers may submit bids as associations, partnerships, or joint ventures, with a signed letter of intent and designated representative
- The Ministry reserves the right to:
- Cancel the tender before submission or opening
- Postpone submission/opening dates
- Accept or reject any or all bids
- Is not bound to accept the lowest or any bid
