Subject: Invitation to Bid – Provision of Cleaning Services for Moshoeshoe I International Airport

1. The Principal Secretary of the Ministry of Public Works and Transport invites sealed bids from interested and eligible service providers for the Provision of Cleaning Services at the Department of Moshoeshoe I International Airport. Full details of the required services are provided in the bidding documents.
2. Technical proposals must clearly demonstrate:
   • Understanding of the expected outputs
   • Proposed approach to service delivery
   • Required equipment
   • Comments on the Scope of Work
   • Relevant experience
   • Detailed and updated CVs of key personnel
   Financial proposals must include:
   • A clear breakdown of fees
   • All associated costs for carrying out the assignment
3. The selection of the service provider will follow the Procurement Act, 2023, using the Quality and Cost Based Selection (QCBS) method as outlined in the Request for Proposals (RFP).
4. The detailed RFP includes:
   • Section 1 – Letter of Invitation
   • Section 2 – Information to Consultants
   • Section 3 – Technical Proposal – Standard Forms
   • Section 4 – Financial Proposal – Standard Forms
   • Section 5 – Terms of Reference
   • Section 6 – Form of Contract
   These documents are available at the Department of Traffic and Transport, Old Traffic Department Building (next to St Catherine’s High School), for bidders who attend the site visit and provide their email addresses.
5. Submission Details
   • Deadline: 12:00 noon on 2nd September 2025
   • Opening: 12:30 p.m. on the same day
   • Location: Tender Box, First Floor Foyer, Public Works and Transport Building, Corner Senate Road & Lepoqo Road, Industrial Area, Maseru (Opposite Browns Wholesale)
   • Mark submissions clearly:
     “Provision of Cleaning Service for Department of Moshoeshoe I International Airport” – GOL/NCS 02/2025-26
   • Submit 1 original and 4 copies
   • Include certified legal documents: Trader’s License, Tax Clearance, VAT Certificate (where applicable)
6. Mandatory Site Visit
   • Date: 12th August 2025
   • Time: 10:30 a.m.
   • Location: Moshoeshoe I International Airport
   • Requirements: Reflective vest and valid National ID or Driver’s License
7. Additional Notes
   • Service providers may submit bids as associations, partnerships, or joint ventures, with a signed letter of intent and designated representative
   • The Ministry reserves the right to:
     • Cancel the tender before submission or opening
     • Postpone submission/opening dates
     • Accept or reject any or all bids
     • Is not bound to accept the lowest or any bid
