Overview
Partners in Health Lesotho (PIH Lesotho) has received funding to support interventions intended to fight tuberculosis. Part of these funds shall be used to support the procurement of “Minor works for part of Mohale’s Hoek high-volume health facilities.”
The procuring entity invites eligible contractors to submit bids for the minor works described below.

Summary of Works
The procurement covers six lots. Contractors may submit bids for one or more lots. Evaluation will be carried out on a “lot by lot” basis.
Lot 1: Construction of Screening House and X-Ray Room Renovation
- Type of works: Building, plumbing, painting, steel fabrication, and minor civil works.
- Type of structure: Brick, mortar and steel structure.
- Location: Mpharane Health Center.
Lot 2: OPD and Council Building Renovation and Refurbishment
- Type of works: Building, plumbing, electrical, painting, and maintenance works, water connection.
- Type of structure: Brick, mortar and steel structure.
- Location: Mootsinyane Health Center.
Lot 3: Laboratory and Pharmacy Refurbishment
- Type of works: Building, plumbing, electrical, and drainage works.
- Type of structure: Brick, mortar and steel partitions.
- Location: Mofumahali oa Rosary Health Center.
Lot 4: Laboratory Renovation and Alterations
- Type of works: Building, plumbing, drainage, and partitioning works.
- Type of structure: Brick, mortar and steel partitions.
- Location: Ha Ts’epo Health Center.
Lot 5: X-Ray Room, Screening Area, and Pharmacy Renovation and Upgrade
- Type of works: Building, plumbing, painting, and steel works.
- Type of structure: Brick, mortar and steel partitions.
- Location: Holy Cross Health Center.
Lot 6: Construction of Patients Shelter
- Type of works: Building, steel fabrication.
- Type of structure: Brick, mortar and steel structure.
- Location: Nts’ekhe Health Center.
Eligibility Requirements
The procurement is open to eligible contractors with bids falling under Category B and C contractors for the minor works.
Obtaining Tender Documents
Interested eligible contractors may obtain a complete set of Tender Documents from the address provided below upon payment of a non-refundable fee of M500.00.
Tender Documents will be available from 2 November 2026 between 09:00 and 15:30.

Requests for Clarification
Requests for clarification shall be submitted in writing to [email protected] no later than 23 November 2026.
The email subject line must clearly state: IFB No.: PIH/TB-E/HVF/10-2026.
Submission of Bids
Bids must be delivered to the address specified under Bid Submission and Bid Opening on or before 30 November 2026 at 11:00 hrs.
Late bids will be rejected. Tenders will be opened in the presence of the tenderers and/or their representatives who choose to attend in person at Partners in Health Lesotho Conference Room.
Bids must be accompanied by a bid security of 2% of the bid amount per lot, in the form of a Bank Guarantee valid for 120 days.

Mandatory site visits will be held according to the following schedule:

- 09:00 – Nts’ekhe Hospital
- 11:00 – Ha Ts’epo Health Center
- 14:30 – Mofumahali-oa-Rosari Health Center
12 November 2026
- 09:00 – Holy Cross Health Center
- 14:00 – Mootsinyane Health Center
13 November 2026
- 10:00 – Mpharane Health Center
Failure to attend will result in disqualification of the bid.
Qualifications and Evaluation Requirements
Qualifications requirements for award include, amongst others, per lot:
- A business experience of not less than five years continuous in similar jobs.
- Successful completion of similar contracts of not less than a total of M500,000.00 in the past five years.
- Evidence that the bidder/tenderer has capital or lines of credit of at least 50% of own bid amount.
- Bid security of 2% of the bid amount per lot, in the form of a Bank Guarantee valid for 120 days.
- All requirements under Section II (Bid Data Sheet), Clause 5. Additional details are provided in the Bidding Documents.

Packaging and Labelling of Bids
Bidders shall ensure that the envelopes/packages containing their bids are properly addressed as indicated under the address above and are clearly marked:
“Construction of (insert description of works) at (insert location) – IFB No.: PIH/TB-E/HVF/10-2026”.
Deadline
30 November 2026 at 11:00 hrs.
Telefax and email tenders will not be accepted. All bids must be accompanied by a bid security of 2% of the bid amount per lot, in the form of a Bank Guarantee valid for 120 days.
Additional Mandatory Documents
In addition to the bid security mentioned above, bidders must submit the following valid documents:
- Tax Clearance Certificates.
- Trader’s Licence.
- Certificate of Bona Fide Bidding.
- Ministry of Public Works registration certificate, Category B and C.
Non-compliance with this requirement may invalidate a bid.
