INVITATION FOR BIDS
MINOR CIVIL WORKS AND MAINTENANCE OF TOLL FACILITIES
(IFB Number: RF/2025/W03)
Background and Requirements
The Road Fund Secretariat invites bids from eligible and qualified category E (Roads Directorate) or category C (Building Design Services) Contractors to maintain Road Fund Toll facilities in Sani Pass, Botha-Bothe, Maputsoe, Peka, Mafeteng, Mohale’s Hoek, and Quthing Border Posts. The scope of work is provided in Table 1 below:

2. Tender Documents
Interested eligible contractors may obtain a complete set of Tender Documents in English from the Road Fund Secretariat website: www.roadfund.org.ls
3. Clarifications

Deadline: not later than 5th March 2026
4. Bid Submission and Opening
Bids must be delivered to the address under clause Eight (8) below on or before 20th March 2026 at 10:30hrs.
Late bids will be rejected.
Tenders will be opened in the presence of the Tenderers and/or their representatives who choose to attend in person at the Road Fund Secretariat Boardroom on the same date, 20th March 2026 at 11:00hrs.
Telefax and email tenders will not be accepted.
5. Mandatory Qualification Requirements
A bidder must have a company registered locally in terms of the Laws of the Kingdom of Lesotho and meet the following minimum requirements:
(a) Registered with Roads Directorate (Category E) or Building Design Services (Category C)
(b) Minimum of three (3) years’ experience in similar works and scope
– Provide proof in the form of signed contract, purchase order, and completion certificate
Bidders must also submit ALL of the following mandatory documents:
(c) Valid Trader’s Licence / Business I.D. for Builder and Contractor
(d) Valid Tax Clearance Certificate
(e) Category Certificate (RD – Category E or BDS – Category C)
(f) Power of Attorney for the Authorised Signatory (including Sole Proprietors)
(g) Letter of Intent to form a Joint Venture (only for JV bidders)
(h) Filled and Signed Contractor’s Bid
(i) Bid validity of Ninety (90) days
(j) Certificate of Bona Fide Tendering (filled, signed and stamped)
(k) Bid Security of 2% of the bid amount, in the form of a Bank Guarantee, valid for 120 days
(l) One (1) Original and Three (3) Copies of the submission
Failure to provide any of the documentation listed above will disqualify the bidder from further evaluation.
6. Mandatory Bidder’s Conference / Site Visit
A mandatory bidder’s conference/site visit will be held as per schedule attached as Appendix 1 of the tender document.
