Construction of Petroleum Fund Head Quarters
The Petroleum Fund is a statutory organisation under the Ministry of Finance, which was established through the Legal Notice No. 96 of 1997 under the Finance Order of 1988. The purpose of the Fund is to collect revenue that is utilised for ensuring that there is a security of supply of Petroleum Products in the country. The organisation is further delegated, under the Fuel and Services Control (Delegation Notice) Number 32 of 2021, the powers to set the price and time at which Petroleum Products may be adjusted. It is managed by the Board through the Secretariat, headed by the Chief Executive Officer, and its operations are guided by the Lesotho (Petroleum Fund) Regulations of 2021.
The Petroleum Fund has embarked on a project to construct a permanent office building as its Headquarters at Plot no. 12283-10102, Prison Gardens, Maseru. Petroleum Fund thus invites interested Category A Contractors registered with the Ministry of Public Works BDS or equivalent, to submit bids for the construction of the Headquarters building. Interested eligible bidders may obtain the Terms of Reference upon payment of a non-refundable fee of M10,000.00 into the Fund’s bank account:

Bidders should present the confirmation/proof of payment to the Fund offices to purchase bidding documents. Documents will be available from Monday 14th August 2023 from 9:00hrs to 17:00hrs.
Bidders must note that there will be a compulsory site meeting on Friday, 18th August 2023, at 10:00 am at Plot no. 12283-10102, Prison Gardens Maseru. Coordinates: latitude -29.314321 and longitude 27.469547 adjacent to Kofi Annan Road.
Bids will be packaged as follows: A Bank Guarantee of M2 000 000.00 as bid security, one flash drive with electronic copies of the bid documents, one original hard copy bid document and five (5) copies, all enclosed in one package and clearly marked TENDER FOR PETROLEUM FUND BUILDING.
The sealed Priced Bids must be hand delivered to Petroleum Fund Offices on or before the closing time of 12:00 noon, 14th September 2023, which will be followed by a public opening on the same day at the Fund’s boardroom at 14:30 in the presence of bidders.
