1. General Information
This Invitation for Bids follows the General Procurement Notice (GPN) for this Project, which appeared on the African Development Bank Group website on 16 February 2026, and in local newspapers on 19 and 26 February 2026.
2. Project Financing
The Kingdom of Lesotho has applied for Additional Financing from the African Development Bank, in various currencies, towards the cost of the Lesotho Lowlands Water Development and Sanitation Project Phase III. Part of the proceeds of this financing will be applied to eligible payments under the contract for the Construction of Distribution Networks in three additional settlements in Botha‑Bothe District.
Disbursement for any contract award and signing will be subject to approval of funding by the Bank.
3. Scope of Works
The Ministry of Natural Resources – Department of Water invites sealed bids from eligible Contractors for the construction of distribution networks in the following settlements:
- Qalo
- Ha Majara
- Serutle
- Ha Mopeli
All settlements are located in Botha‑Bothe District.
The works are divided into three (3) lots.
4. Bidding Procedure
Bidding will be conducted through the Open Competitive Bidding – National (OCBN) method, as specified in the African Development Bank Procurement Policy for Bank‑Funded Operations (October 2015), and is open to all eligible bidders as defined in the procurement framework.
5. Pre‑Bid Meeting and Site Visit
Interested eligible Contractors may obtain further information or inspect the bidding documents at the address provided below.

- Time: 10:00 AM
- Venue: Lesotho Lowlands Water Development and Sanitation Project Phase III Office, Botha‑Bothe, Lila Complex (next to Correctional Services, opposite District Council Office)
- Site Visit:
- Dates: 04–05 May 2026
- Locations: Qalo, Ha Majara, Serutle, and Ha Mopeli settlements
6. Availability of Bidding Documents
A complete set of bidding documents in English may be obtained by interested bidders upon submission of a written application to the address provided below.
7. Submission and Opening of Bids

Bids must be deposited in the Tender Box located at the same level on or before 28 May 2026 at 10:30 AM.
- Bids will be opened publicly on the same day at 11:00 AM, in the presence of bidders’ designated representatives and any interested members of the public.
- Electronic bidding will not be permitted.
- Late bids will be rejected.
8. Bid Security
All bids must be accompanied by a Bid Security in the form prescribed in Section X of the Bidding Document. The required amounts are:
- Lot 1: LSL 592,000.00
- Lot 2: LSL 1,680,000.00
- Lot 3: LSL 896,000.00
9. Beneficial Ownership Disclosure
Attention is drawn to the Procurement Framework requirement for the disclosure of information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
