INVITATION TO TENDER
The Government of Lesotho, through the Ministry of Public Works and Transport, invites tenders from Category ‘B’ contractors (Builder’s work), registered with Building Design Services (BDS) to submit their bids for the Proposed Completion of Renovations at Maseru Central Correctional Facility.

1. Document Purchase
Documents can only be purchased during office hours between 8:30 a.m to 12:45 p.m and 2:00 p.m to 2:30 p.m from 02nd May to 11th June 2025 at BDS Accounts offices room 12 & 13.
2. Collection of Bidding Documents
Bidding documents will be collected from Procurement Unit, First Floor, Ministry of Public Works & Transport from 0900hrs to 1600hrs.
3. Closing Date, Time & Public Opening of Tenders
3.1 All tenders or Bids must be posted in the Tender Box on or before Friday 13th June 2025 at or before 10:00 a.m.
3.2 All Tenders or Bids will be opened on the same day at 10:30 a.m on 13th June 2025 at the Ministry of Public Works and Transport Headquarters, First Floor Boardroom.
4. Tender or Bid Submission
4.1 All Tenderers or Bidders must deposit their original tenders or bid documents in the Tender Box situated at 1st Floor Ministry of Public Works and Transport Headquarters, Lepoqo Road next to Browns Cash and Carry Maseru, Lesotho, Telephone Number: +266 22315378.
4.2 Tenders or Bidders must be in properly sealed envelopes bearing no identification of bidders and must be clearly marked “Proposed Completion of Renovations at Maseru Central Correctional Facility.”
4.3 All Tenderers or Bidders must submit One (1) original and Three (3) copies, properly sealed envelopes bearing no identification of bidders and must be clearly marked “Proposed Completion of Renovations at Maseru Central Correctional Facility.”
5. Mandatory Requirements
5.1 Valid copy of Registration Certificate from Ministry of Public Works and Transport – BDS (must be certified at source).
5.2 Copy of Tax Clearance Certificate or VAT Registration Certificate (must be valid).
5.3 Copy of Traders License (must be valid).
5.4 Bid Security should be in the form of bank guarantee from locally registered commercial banks.

6.2 The detailed information of Evaluation Criteria will be available in a tender document.
7. Granting of a Margin of Preference
A margin of preference shall be granted in terms of Public Procurement Act 2023, and as such all tenderers must attach relevant information mentioned in the tender or bid documents.
8. Validity Period of Tenders
Tenders or Bids shall remain valid for a period of 90 days after set date of evaluation and announcement of contract award.
9. Terms and Conditions
Terms and conditions for Government Contracts shall apply to all requirements on this tender.
