Purpose of Activity/Assignment:
UNICEF supports the Government of Lesotho in advancing its national immunization agenda, with a particular focus on reducing the number of zero-dose and under-immunized children and ensuring the successful implementation of the 2025 Measles-Rubella (MR) vaccination campaign. Achieving these goals requires strong immunization systems, timely microplanning, effective community engagement, and efficient operational execution, especially in hard-to-reach areas.
To this end, UNICEF Lesotho seeks the support of an immunization consultant to provide technical assistance to the Ministry of Health (MoH), specifically the Expanded Programme on Immunization (EPI) Unit, in planning, implementing, monitoring, and closing the MR campaign. This consultancy will be instrumental in ensuring high-quality campaign reporting and timely post-campaign evaluation activities. The consultant will support the EPI team in compiling, analyzing, and reporting campaign data accurately and on time, as well as contributing to post-campaign evaluation, documenting lessons learned, and reporting to key stakeholders such as WHO and Gavi.
Scope of Work:
The overall objective of this consultancy is to provide technical support to the Ministry of Health (MoH) and its Expanded Programme on Immunization (EPI) Unit following the implementation of the integrated Measles Rubella campaign, which will start from the 20th to 24th October 2025 and will be followed by three days of mop-up.
Specifically, the consultant will:
1. Support mop-up activities based on the post-campaign independent monitoring report
2. Develop an analysis of the facilities which need to conduct mop-up and work with the districts to conduct the mop-up
3. Facilitate post-campaign coverage survey
4. Provide technical support to the EPI team for the MR SIA post-campaign coverage survey
5. Closure and Coverage Assessment Provide technical inputs to the campaign closure process, including coverage data analysis, post-campaign coverage surveys (collaborate with WHO)
6. Facilitate intra- and post-SIA meetings of the Technical Working Group, and coordination forums to provide technical and advisory support, as well as progress reports

Minimum requirements: Masters
Education:
- Masters in Public Health, Paediatric Health, Child Development, Child Health, Nutrition, Epidemiology, Public Administration, Social Policy, Social Development, Community Development, or other relevant disciplines or a first university degree combined with additional years of relevant experience, can in principle be considered in lieu of the advanced degree
Work Experience:
- Five years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of health/Immunization programmes. Professional work experience in a technical expert position related to child survival & health care.
- Work experience in outbreak context is considered as an asset.
- Work experience managing large-scale projects, working with governments, working in resource-limited settings, monitoring and evaluating supply chains, and risk management, mitigation will be an asset
Skills :
- Good computer and software skills including MS Office, Vision, Service Gateway
Language Requirements:
- Fluency in English
Desirables:
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
