International Consultant: Writing and Editing of the Outcome and Output Indicators Assessment of the Mother and Child Cash of Life Programme, Sudan (remote work for 15 days)

UNICEF Sudan is looking for an International Consultant to provide editing services to refine the Outcome and Output indicators assessment report of the mother and child cash transfer plus (MCCT+) programme to a high standard so that the narratives, text are clear and sound. The objective of this consultancy is to produce an assessment report that is of high quality and ready to be published, that it is clear, consistent, readable, understandable, and contained language or formatting mistakes that are easy to read and understand.

Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states

How can you make a difference? 

The purpose of the assignment is to provide editing services to refine the Outcome and Output indicators assessment report of the mother and child cash transfer plus (MCCT+) programme to a high standard so that the narratives, text are clear and sound. The report subject to final review by UNICEF, needs to be of the quality of UNICEF publications. Therefore, the main objective of this consultancy is to produce an assessment report that is of high quality and ready to be published, that it is clear, consistent, readable, understandable, and contained language or formatting mistakes that are easy to read and understand.

Scope of Work

In accordance with UNICEF commitment to produce high-quality informative evidence that are used and widely communicated. UNICEF Sudan, social policy section wants to ensure that its evidence activities from evaluations to assessments are strongly described as communitive and informative piece. This implies that reports produced need to be clearly structured and well-written, with sound logical flow from findings to recommendations. For this specific term of reference, the social policy section seeks to hire a qualified consultant with a research background that will be proving copy-editing services of the following report: Outcome indicators assessment of the mother and child cash transfer plus (MCCT+) for the first 1,000 days of life programme in Kassala and Red Sea state, Sudan The assessment covered two groups of women: the treatment group comprised of pregnant and lactating women who participate in the MCCT+ programme and the comparison group comprised of lactating women with similar socioeconomic background who do not participate in the programme. It was conducted in June 2022, over one year after the launch of the programme in April 2021. The implemented using a staggered implementation approach. The assessment was conducted when about half of the targeted 50,000 women had received at least one cash payment. The comparison, therefore, provides counterfactual estimates of what the outcomes would have been if the programme had not been implemented. Major tasks to be accomplished. In consultation with the social policy unit, chief of section and respective officers, the report writing editing consultant will thoughtfully edit the document according to UNICEF style and requirements standards. The assignment will involve:

1. Edit the text to ensure consistency of logic and flow, and ensure readability and accessibility of concepts

2. Edit the text narratives and graphs descript to ensure consistency of logic and flow, and ensure readability and accessibility of concepts

3. Considerable reduction of texts and paragraphs will be required and needed

4. Further investigate and check the consistency and logic of how the key findings draw from the evidence and translate into key recommendations for action

More specifically, the consultant is required to

• Sharpen the clarity of the text, maintaining the focus on the assessment methodology and intended objective as well as clear communication of findings.

• Check the consistency, purpose and logic of graphs and tables vs text, ensuring abbreviations/acronyms, titles, graphs, and tables (includes notes and sources) are accurate and descriptive vis a vis the text

While reviewing consistency and whenever required, the consultant needs to   

• Flag any potential sensitivities or biases (e.g., Political) to Sudan context, and ensure that language used in the report maintain UN (United Nations) partiality and neutrality

• Eliminate any repetition and redundancy tendencies with ensuring the accuracy of spelling, sentence structuring and grammar  

To qualify as an advocate for every child you will have… 

  • Solid background in research is a must: this means at least 5-7 years of experience in conducting research, including data collection and analysis, and writing research reports. 
  • 10 years of relevant experience working in reporting editing of research paper and documents 
  • Demonstrated ability to produce high quality, creative reports, brief and communication materials
  • Proven experience in writing, editing evaluation and research materials and editorial processes. 
  • Ability to synthesize complex documents into key messages and experience in drafting research studies.
  • Experience and quality of work demonstrably meet the highest international standards. 
  • Experience in editing with a UN and/or international organization.
  • Familiarity with UNICEF’s work and children’s issues, and UNICEF’s reporting, writing guidelines.
  • Experience in writing for UNICEF particularly studies and evaluations in development and humanitarian contexts, reports etc. 
  • Advanced proficiency in English (Oral & Written) required. Excellent English writing skills 
  • MS Office computer literate (MS Word, Excel, PowerPoint)
  • Competent in the use of footnotes, tables of contents, index creation, track changes, comment, and highlighter features in MS Word.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
