Position Title : International Consultant- Southern Africa Migration Assessment in the UN Common Country Analysis (CCA) and Multi-Country Offices (MCO)

Duty Station : Homebased (International)

  1. Nature of the consultancy: Advisory services on mainstreaming migration in development cooperation frameworks and MCO in Southern Africa with special focus on Indian Ocean Countries and small Missions.

The importance of migration for achieving the development outcomes is reflected in the 2030 Agenda as well as in the adoption of the Global Compact on Migration in 2018. This comes in the background of increased recognition of migration as a multi-dimensional reality of major relevance for the development of countries of origin, transit and destination. With IOM becoming a related organization of the UN in 2016, there is increased engagement and participation in the UN Development System and mainstreaming migration in national and regional policies, frameworks and programmes.

Following recent reforms repositioning the UN development system, new Cooperation Frameworks (CF) will be the overall guiding UN and governments planning and implementation instrument in support of the 2030 Agenda and will be prepared and implemented in full consultation with Southern Africa Governments. In the Southern Africa, the ongoing UNSDCF are and will outline the collective UN response to national SDG priorities agreed with national Governments and as such it is imperative to:

  1. Integrate Migration into the RCO-led Common Country Analysis (CCAs) and the United Nations Sustainable Development Cooperation Framework (UNSDCF);
  2. Develop sub-regional (IOC)and country programme documents that are informed by the IOM Global Strategic vision, IOM Regional Strategy and linked to UN programming processes (OIBC, MCO) and Middle income context ;

Objective:

The main objective of this joint consultancy is to collate, review and summarize all the necessary documents to identify migration, development, and resilience issues in the Southern Africa region. The literature review will utilize the Resilience building, LNOB lenses and Human rights approach to examine results achieved, lessons learnt, new priorities, examine challenges and opportunities and will recommend best practices and migration programmes to consider in the current ongoing Country Framework (CF) cycle in Southern Africa and MCO in the Indian Ocean Commission.

  1. IOM Project to which the Consultancy is contributing: migration mainstreaming: strengthening of IOM’s country-level engagement in the Development of UNSDCF, CCA; further dialogue, engagement on national UNNM mechanisms

3. Tasks to be preformed under this contract:

  1. Collate, review and summarize all the necessary documents to identify migration, development and resilience building gaps
  2. Collate, review and summarize all the necessary documents to fully substantiate progresses, strengths, weaknesses and opportunities for migration programmes in 15 Southern Africa Countries
  3. Collate, review and summarize the regional and national level approach to development with Leave No One Behind and Human Rights Approach to migration governance data including socio economic impact of Covid 19.
  4. Roadmap for MCO with special focus on Indian Ocean Countries and small missions in Southern Africa.

4. Tangible and measurable output of the work assignment.

The Consultant will coordinate with the RPLO and will be responsible for delivering the following:

  1. A 30-page Southern Africa Migration Assessment Report that outlines a detailed situation analysis and recommendations for future programming including; overall migration needs assessment; migration policy and legislation reviews; and in line with priorities in the regional and national development plans/strategies. The report should also outline Climate change, COVID-19 impact on migration in the Southern Africa region and implications on OIBC and future trends.
  2. Roadmap for MCO realignment in Southern Africa with special focus on Indian Ocean countries and small missions.

The report will have sub-regional and country-specific analysis covering all relevant thematic areas including migration and climate change; response to displacement; labour mobility; migrant assistance and protection; immigration and border management and migration health.

5. Delivery dates and details as to how the work must be delivered.

  • Due Date: 15 June 2022 with complete deliverables emailed to the Project Manager.

Required Qualifications and Experience:

Education

  • Master’s level degree or equivalent from an accredited academic institution preferably in Migration, Economics, International Development, Public Administration or Social Sciences

Experience

  • Must have 10 years’ experience in UN programming and UN Coordination processes research-oriented project management, monitoring, and reporting
  • Proven experience in undertaking UN Common Country Analysis and or multi-country assessments or surveys.
  • Proven experience in writing concise reports including undertaking incisive analysis.
  • Ability to work independently and interdependently virtually with the IOM offices in the Southern Africa and the Regional Office for Southern Africa (ROSA) in Pretoria.
  • Track record of previous publications on UN Common Country Analysis topics.
  • Experience developing relevant methodologies, data analysis plans and conducting literature and policy reviews
  • Capacity to collate and synthesize qualitative and quantitative data in a comprehensible manner
  • Experience in conducting focus group discussions and key informant interviews with governments, civil society and communities
  • Experience conducting remote research through the use of online tools

Languages

Fluency in English, language is required. French and Portuguese fluency will be an added advantage.

Note

  • The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
  • The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
