Purpose of the Assignment
The consultant will support the development of the Global Fund Cycle 8 (GC8) TB/HIV funding request, ensuring alignment with national strategies, Global Fund priorities, and WHO guidance.
Specific Tasks and Responsibilities
a) Desk Review
- Map and review relevant government policies and strategies, including the Joint HIV and TB Strategy
- Review the TB Multisector Accountability Framework (MAF)
- Review GC7 Progress Updates and Disbursement Requests (PUDRs)
- Review decentralisation, health financing reforms, and sustainability reports
- Identify key programmatic and operational gaps
b) Inception Report
- Develop an inception report and roadmap
- Clearly outline tasks, milestones, responsibilities, and timelines for the TB component
c) Rapid Assessment
- Lead the TB component of the Joint Rapid Assessment
- Identify gaps in TB and MDR-TB programmes
- Conduct programmatic gap analysis (Programmatic Gap Tables)
- Analyse current GC7 grant performance
- Identify human rights and gender-related barriers
- Identify underperforming indicators, absorption bottlenecks, and audit findings
d) Stakeholder Dialogues for Program Continuation
- Facilitate inclusive stakeholder dialogues to develop TB intervention activities
- Lead prioritisation and costing of activities
- Ensure full integration of TB with HIV, RSSH, and community systems
- Reflect GC8 priorities, including:
- Near Point of Care (nPOC) diagnostics
- Sputum pooling
- Advanced HIV Disease (AHD) package, including LF-LAM and TB molecular testing
- Align with co-financing commitments and domestic financing projections
- Integrate gender equality, human rights, and key population engagement
e) Support to Principal Recipient (PR)
- Support review processes and address TB-related Global Fund feedback
- Respond to comments and amendments on grant documents
Methodology, Management, and Reporting
- Follow WHO coverage survey standards and protocols
- Work under the supervision of the WHO Representative and guidance of the EPI Team Leader
- Report to the TB Programme and LCCM
- Collaborate closely with the WHO Country Office, Principal Recipient, and MOH TB Focal Person
- Oversight provided by CCM through the PDC
- Technical inputs from TB, HIV, and RSSH Technical Working Groups
- Logistical support managed by LCCM Secretariat and Principal Recipient

The assignment spans 12 weeks, staggered between May and November 2026 due to the iterative in-country process.

Job Specification – Essential Requirements
- Advanced degree in medicine, public health, infectious diseases, health policy, or a related field
- Minimum of 10 years’ experience in TB programmes, including TB/HIV co-infection
- At least 5 years’ experience developing Global Fund funding requests or grant documents
- Technical expertise in TB strategic planning, programme operations, and M&E
- Strong understanding of Global Fund policies, including Sustainability, Transition, and Co-financing Policy
- Experience working with key and vulnerable populations, civil society, and government
- Proven ability to facilitate multi-stakeholder decision-making
- Strong analytical and programmatic gap analysis skills
- Excellent written and spoken English
Desirable Requirements
- Experience working with UN agencies, particularly WHO
- Operational research experience with peer-reviewed publications
- Knowledge of new TB diagnostic tools such as nPOC, sputum pooling, and LF-LAM, and WHO normative guidance
