Applications are invited from suitably qualified local candidates for the position of Internal Auditor, tenable in the National Security Service (NSS).

Responsible To: Principal Secretary (PS)


Job Summary

Under the general supervision of the Principal Secretary, the incumbent is responsible for providing guidance on internal controls, risk management and governance to the NSS. The incumbent also evaluates and assesses the effectiveness of risk management and operating processes.


Main Duties

  1. Provides Guidance on Internal Controls, Risk Management and Governance
    • Carries out audit assignments to evaluate and assess internal controls and risk management.
    • Provides consulting services regarding policies, formal documentation, rules and regulations.
  2. Evaluates and Assesses the Effectiveness of Risk Management and Operating Processes
    • Prepares risk-based audit programs.
    • Examines and appraises the existing controls in NSS to ensure that objectives are economically and efficiently achieved.
    • Recommends revision of operating procedures to strengthen reliability and accuracy of information.
    • Examines accomplished audit programs to ensure they conform to acceptable audit standards.
    • Follows up on previous audit findings.
  3. Reports on Accomplished Audit Engagements
    • Draws own annual work plan subject to review and approval by the Principal Secretary – NSS.
    • Develops and communicates observations made during the audit process with the Principal Secretary – NSS.
    • Prepares Internal Audit reports for communication with the Principal Secretary and top management of NSS.

Job Specification

  • Master’s in Internal Auditing/Commerce plus two (2) years working experience in internal auditing.
    Certified Internal Auditor (CIA) will be an added advantage.
    OR
  • Degree in Internal Auditing/BCom plus four (4) years working experience in internal auditing.
    Internal Audit Technician (IAT) will be an added advantage.

Other Relevant Knowledge

  • Knowledge of Financial and Stores Rules and Regulations.
  • Knowledge of Public Service Rules and Regulations.

Responsibility

For work of others
The task requires great responsibility for fostering harmonious relations between NSS and other line ministries.

For resources controlled
The task requires responsibility for safekeeping of Internal Audit reports.

For effect of errors
The task requires proven ability in considerable concentration, accurate calculation of figures, correct forecasting and projections.


Complexity

The task requires considerable concentration and foresight to avoid ambiguous and onerous agreements that are difficult to implement.

Authority for decision making
The incumbent must make decisions when evaluating and improving the effectiveness of risk management, controls and annual work plans.

Problem solving
Proven skills and ability to solve all administrative issues within the Internal Audit management staff and line ministries.

Supervision received
The incumbent is accountable to the Principal Secretary and is guided by the Public Service Act and associated regulations, relevant financial legislation, Ministry Strategic Plan, Loans and Guarantees Act, Stores Regulations, Public Service Rules, the Lesotho Constitution, Pension Proclamation and other regulations.

Knowledge Management
The incumbent ensures that knowledge and information is recorded, shared and utilized for the benefit of all.

Change Management
The task requires proven ability to champion, inspire and deliver change and continuous improvement in a results-focused environment.

Mental effort
Very high mental effort is required when solving internal and external conflicts.

Physical effort
Minimal.

Emotional effort
The job requires the incumbent to be able to solve work-related problems.
