The Government of Lesotho has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of the Regeneration of Landscapes and Livelihoods and intends to apply part of the proceeds for the recruitment of consulting services provided by an individual consultant as part of the post of Internal Auditor.
The use of any IFAD financing shall be subject to IFAD’s approval, pursuant to the terms and conditions of the financing agreement, as well as IFAD’s rules, policies and procedures. IFAD and its officials, agents and employees shall be held harmless from and against all suits, proceedings, claims, demands, losses and liability of any kind or nature brought by any party in connection with the Regeneration of Landscapes and Livelihoods Project.
The consulting services (“the services”) include ascertaining compliance with the laid down Policies, Project Financing Agreement, Project Design Document, and ensuring whether proper records are maintained and up to date. The consultant will also review the adequacy of internal controls and identify weaknesses in project management, including follow-up on past recommendations covering the PMU.
The attention of interested consultants is drawn to IFAD’s:
- Anti-Money Laundering and Countering the Financing of Terrorism Policy
- Revised Policy on Preventing Fraud and Corruption in its Activities and Operations
- Policy on Preventing and Responding to Sexual Harassment, Sexual Exploitation and Abuse
- Privacy Policy
Interested consultants shall not have any actual, potential, or reasonably perceived conflict of interest. Consultants with such conflicts shall be disqualified unless explicitly approved by the Fund.
Conflict of Interest Rules:
- No member of the client’s board or current employees may be proposed or work on behalf of any consultant.
- No current government employees may work as consultants under their own ministries.
- Former government employees may be engaged if no conflict exists and with proper certification or no-objection letters.
Eligibility and Selection:
The Regeneration of Landscapes and Livelihoods (ROLL) now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants should submit a curriculum vitae (CV) demonstrating their qualifications and relevant experience. A consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in IFAD’s Project Procurement Handbook, available at www.ifad.org/project-procurement. Interviews will be conducted as part of the selection process.
