REQUEST FOR EXPRESSIONS OF INTEREST (Individual Consultants)

Introduction
The Government of Lesotho has received financing from the International Fund for Agricultural Development (IFAD) towards the cost of the Wool and Mohair Value Chain Competitiveness Project (WaMCoP) and intends to apply part of the proceeds for the recruitment of an individual consultant to provide Internal Audit services for the project.
The use of any IFAD financing is subject to IFAD approval under the financing agreement, and in compliance with IFAD rules, policies, and procedures. IFAD and its officials, employees, and agents shall be held harmless from all claims, losses, or liabilities arising in connection with the project.
Scope of the Assignment
The consulting services (“the services”) include:
• Assessing the adequacy and effectiveness of internal controls
• Evaluating compliance with laws, policies, and procedures
• Reviewing financial management and reporting systems
• Assessing risk management processes
• Identifying weaknesses and areas for improvement in WaMCoP’s internal control environment
• Performing related internal audit duties as required
Duration: 24 months
Reporting: The consultant will report to the Permanent Secretary of the Ministry of Agriculture, Food Security and Nutrition.
This REoI follows the General Procurement Notice published in the Lesotho Times (1 May 2025) and The Reporter (2 May 2025).
IFAD Policy Requirements
Interested consultants are advised of the following IFAD policies:
• Anti‑Money Laundering and Countering the Financing of Terrorism Policy
• Revised IFAD Policy on Preventing Fraud and Corruption in its Activities and Operations
• IFAD Policy on Preventing and Responding to Sexual Harassment, Sexual Exploitation and Abuse
• IFAD Privacy Policy
By submitting an EOI, consultants confirm they have read and agree to all applicable policies.
Conflict of Interest
Interested consultants must not have any actual, potential, or reasonably perceived conflict of interest.
Examples include:
• Undue influence on the selection process
• Personal or business relationships with client personnel or IFAD staff
• Recent employment within the client institution
Consultants must disclose any potential conflict of interest at all stages. Failure to disclose may lead to disqualification or contract termination.
Specific rules also apply to current or former government or client staff proposed as team personnel. Written certification or “no‑objection” may be required under the conditions provided in the REoI.
Eligibility and Shortlisting Criteria
WaMCoP invites eligible individual consultants to indicate their interest. Submissions must include a curriculum vitae (CV) demonstrating the following qualifications:
• Minimum Bachelor’s Degree in Internal Auditing, BComm Accounting, or other relevant financial management or accounting qualification
• Five (5) years’ experience in internal or external auditing for international organisations or donor‑funded projects
• Proven report‑writing, analytical and communication skills for delivering audit reports to management
• Membership in a professional regulatory body
• Ability to conduct audits in accordance with applicable Internal Auditing Standards for at least five (5) years
• Proven track record in audits of similar nature and complexity
Selection will follow the Individual Consultant Selection (ICS) method in the IFAD Project Procurement Handbook (www.ifad.org/project-procurement).
Interviews will form part of the selection process.
