We have an excellent opportunity for a Head of Finance and Management Information, to work within the Finance and Management Information section of the Corporate Business Directorate.

The Finance and Management Information Section (FMIS) forms part of the Corporate Business Division (CBD), which has responsibility for a wide range of services in the Commonwealth Secretariat.  The division has overall responsibility for the financial management of the Commonwealth Secretariat’s budget, approximately £40 million.

FMIS provides financial management and accounting services and support to the Commonwealth Secretariat.  The section prepares budgets, management information and financial statements for the three separate Commonwealth Secretariat funds.  It manages payroll, pensions, treasury, accounts payable and receivable, revenue, travel, and subsistence for both full time staff and contracted experts and provides financial information to Secretariat management and the governing bodies. FMIS is also responsible for the development and maintenance of the Secretariat’s financial system.

The Head of Finance, demonstrating strong integrity and reliability, provides strategic leadership and management of all aspects of FMIS, ensuring that the financial resources of Commonwealth Secretariat are applied effectively and efficiently to achieve the strategic aims of the Secretariat.

The post holder is responsible for managing FMIS and is accountable for the accurate, reliable and timely preparation of the Secretariat’s financial statements and the provision of value adding financial professional and strategic advice to the Organisation. This includes responsibility for preparing the annual budget, conducting financial analysis and preparing financial reports; managing the finance and payroll systems.

To be considered, you will need to be a professionally qualified accountant, eg. CIMA, ACA or ACCA with proof of ongoing professional development. You will also need at least 10 years’ demonstrable financial leadership and management experience gained since attaining professional qualification including 5 years in a senior management role.; a sound working knowledge of IPSAS or IFRS; experience of working effectively at senior levels in an international setting and building relationships with internal and external partners; Strong all-round technical skill set and be adept at managing professional adviser relationships and a high level of gravitas. Advanced communication skills both written and oral e.g. ability to write complex letters, produce detailed returns and reports and to exchange highly complex information clearly, succinctly and sensitively.
