Job Purpose.

The Integrated Programs Director is part of the Senior Leadership Team and contributes significantly to the strategic direction, organizational development, public engagement, quality and impact of the ministry. This role provides overall leadership and management support for all aspects of programming in the National Office including, but not limited to, Child Sponsorship, Humanitarian Emergency Affairs (HEA), grants management, and Programs Effectiveness.

This position ensures all programs are managed effectively and contribute to Child Well-Being Objectives achievement in line with World Vision Lesotho (WVL) strategic priorities. It ensures that programs meet stakeholders and participants’ accountability in line with World Vision’s policies and standards. This position is responsible for ongoing relationships with the Support Office partners.

Major Responsibilities.

Lead Strategy Design, Implementation and Reporting:

  • Through the Program Effectiveness function, lead the development and execution of national strategy, annual business plans and Area Program (AP) plans.
  • Contribute to organizational change and improvement at a strategic and operational level.
  • Ensure alignment of program plans and budgets with National Strategy.
  • Champion integration, ensuring strategic priorities support National Office strategy.
  • Develop and implement effective systems for strategic and adaptive management, ensuring AP and projects plans are in place and programs are able to make necessary adjustments to plans and budgets during implementation, in the interest of continuous improvement.
  • Develop and implement relevant strategic plan for intentional and mutual learning.
  • Ensure programs’ plans include clear strategies to strengthen the sustainability of outcomes and ensure progress towards sustainability is measured and reported in all programs.

Ensure Operational Effectiveness:

  • Provide line management supervision to direct reports and ensure a culture of excellence with regards to the planning and implementation of projects.
  • Provide strategic and operational oversight of the programs’ portfolio, ensuring mechanisms and tools are in place for effective/accountable implementation of projects (end on time, on target, and within budget).
  • Ensure effective support mechanisms are in place to enable programs to identify, include and benefit the most vulnerable children (MVCs) and report their impact on MVCs.
  • Provide support, as Subject Matter Expert, to the Advisory Council (AC) by attending meetings and presenting program and strategy reports.
  • Ensure programs have the necessary resources and competencies to live out WV’s Christian faith with boldness and humility through program choices and through clear, appropriate communication with external stakeholders.

Foster Internal and External Engagements:

  • By delegation of the National Director, foster WV engagements with Government of Lesotho line ministries and donors for the purpose collaborating on common issues regarding programs.
  • Maintain effective communications and pro-active relationships on programs with World Vision Support Office partners in the USA, Europe and Asia.
  • Proactively ensure there is a system in place to coordinate amongst Finance and Support Services, Resource Development and Management (RDM), People and Culture, Supply Chain, Communications, Governance and Partnering to address field-based team needs.
  • Develop strategic networks enabling World Vision to leverage a collective voice in favor of children and families, communities and partners.
  • Foster a spirit of engagement with other agencies to promote better coordination, joint action and partnership.

Ensure Systems are in Place to Promote Risk Management, Audit Compliance and Good Stewardship:

  • Provide leadership in formulating strategies and plans for risk reduction programming, emergency preparedness and response activities.
  • Assess and report on risks that the program portfolio may experience, and ensure proper risk mitigation and management system is in place, including security and emergency preparedness protocols.
  • Ensure awareness of donor and WV Support Office requirements, including the timely preparation and submission of quality narrative and financial reports.
  • Work closely with the Finance Director to develop, manage, and monitor project budgets, ensuring value for money.
  • Ensure that safeguarding / community accountability mechanisms are in place and in use.
  • Lead the identification and resolution of challenges which impact audit compliance and/or contribute to risk.

People Management and Capacity Building

  • Foster a culture of trust and mutual respect with the aim of empowering staff to take on more responsibility.
  • Provide strong positive leadership to the Integrated Programs Department ensuring competent and motivated staff are hired and retained.
  • Cultivate an atmosphere of staff empowerment and motivation leading to active participation in program initiatives, lead by example, and actively engage with all staff.
  • Promote high team morale, especially within highly stressful contexts and environments.
  • Ensure there are clear and deliberate retention plans specific to individual staff members and succession plans in place.
  • Champion performance management mechanisms, ensuring full participation and quality results to promote staff engagement and a culture of excellence.
  • Support professional and personal development of staff through on-the-job coaching, identification of learning and training needs and opportunities.
  • Model Christ-centered servant leadership and support spiritual development of the team.

Other:

  • Carry out additional professional responsibilities as assigned by the National Director.

Qualifications: Education/Knowledge/Technical Skills and Experience.

  • Bachelors’ degree in Developmental Studies, Public Policy, International Relations, Business Administration, Project Management or any relevant Social Sciences with 8+ years of experience in development programming; Master’s degree in the fields above is an added advantage.
  • Minimum of 5 years of progressive leadership experience in development context.
  • Must be fluent in both spoken and written English.
  • Proven ability to manage a large and diverse program portfolio with multiple donors.
  • Capacity to provide solid leadership within a changing context.
  • Ability to be agile and possesses strong decision-making skills.
  • Possesses strong problem-solving skills and is a proactive problem solver who is able to unravel and solve multiple complex challenges in an agile and efficient manner.
  • Must possess knowledge of humanitarian industry, including Sphere standards, NGO Code of Conduct, and Humanitarian Charter.
  • Must possess experience in staff security, safety management, and staff care.
  • Must have experience in program design, monitoring, and evaluation.
  • Proven financial, logistical, and procurement management skills.
  • Strong ability to work with various partners, local authorities, local organizations, and NGOs to develop and maintain positive external relationships.
  • High emotional intelligence and rooted in Christian values.
  • Very strong organizational, management and negotiation skills.
  • Demonstrates well-developed interpersonal skills.
  • Must possess sound people management skills and effective cross-cultural / pluralistic context capabilities.
  • Excellent communication skills, both verbal and written, with computer proficiency.
  • Must adhere to pre-determined security standards.
  • Ensures gender perspective in the scope of work.
  • Must be a citizen of Lesotho

Working Environment / Conditions:

  • The position requires ability and willingness to travel domestically and internationally up to 40% of the time.
