Job Description:

Purpose of the position
To provide Livelihoods and Economic Inclusion and Environmental Stewardship and Climate Action programming in World Vision International Lesotho working directly under the Area Programme allocated. The position will lead operationalization and implementation of all the Livelihoods and Economic Inclusion and Environmental Stewardship and Climate Action interventions in the Area
Programme and community focusing on diverse interventions described in IPFs and AP plans which include the regreening practices, climate smart agriculture, sustainable agriculture, financial inclusion, market development, nutrition, including the establishment of demonstration sites and knowledge exchange for S4T groups, producers/commodity/nutrition groups, and volunteers.
 

Key Outputs/Responsibilities
 

1. Technical Expertise 30%
Lead and provide day to day hands-on technical support and facilitate capacity building initiatives for communities and stakeholders in the Area Programme on diverse interventions described in IPFs and AP plans including the regreening practices, climate smart agriculture, sustainable agriculture, financial inclusion, market development, nutrition, including the establishment of demonstration sites and knowledge exchange, S4T groups, producers/commodity/nutrition groups, and volunteers.
• Lead the AP implementation of appropriate innovations and approaches on energy utilization, including green fuels, renewable energy, lighting, powering technologies and green livelihoods.
• Promote restoration of degraded, fragile ecosystems through FMNR, regreening, sustainable land scape restoration practices at household, community and institutional levels.
• Overall responsible for the technical implementation of Livelihoods and Economic Inclusion and Environmental Stewardship and Climate Action Programmes, projects activities in AP level.

2. Capacity Building and Conduct Trainings 20%
Facilitate and conduct Livelihoods, Economic Inclusion, Environmental Stewardship and Climate Action related programmes, projects and community trainings as per the AP Plan and log-frame including the volunteers, communities, Church and Government partners and other partners in Livelihoods and Economic Inclusion issues.
• Identify, support and implement opportunities for green and restoration focused rural enterprises and income-generating activities, particularly for women and youth, facilitating linkages to value chains and markets.
• Provide targeted trainings, tools and resources on a regular basis to facilitate timely and quality delivery of programmes and related Grants/Projects.

3. Partnerships and Networking 20%
Establish and maintain prominent visibility of World Vision International Lesotho on all Livelihoods and Economic Inclusion and Environmental Stewardship and Climate Action platforms at the AP level leading to World Vision International Lesotho’s potency to advocate on issues relating to Child Well Being.
• Promote and maintain strong relationships with local leaders, community organizations, government partners, and other relevant stakeholders to ensure effective collaboration and synergy in project implementation.
• Ensure that the Livelihoods and Economic Inclusion Programmes and projects are implemented with regular liaison with local level stakeholders. Support the field team with the technical and regular revisions to, and in compliance with, community agreements for implementation of the Livelihoods and Economic Inclusion programme/Projects and Grants.

4. Integrated Programme Management 10%
Overall responsible for the Technical implementation of Livelihoods and Economic Inclusion and Environmental Stewardship and Climate Action Programmes, projects activities in AP level working together with all the sectors and projects planning, implementation and reporting at AP level more specifically Integrated Health and Nutrition and Child Protection programmes.
• Ensure that the programme is implemented with regular liaison with local level stakeholders.
• Support the field team ion technical and regular revisions to, and in compliance with, community agreements for implementation of the Health and Nutrition programme/Projects and Grants.
• Audit and Risk Assessment recommendations in Livelihoods and Economic Inclusion and Environmental Stewardship and Climate Action projects and their impact areas within the AP level.


5. Mainstreaming and Integration 10%
Ensure the mainstreaming of cross-cutting themes in all World Vision International Lesotho Livelihoods and Economic Inclusion and Environmental Stewardship and Climate Action in particular the integration of Health and Nutrition, Child Protection, Faith & Development, WASH, Advocacy, Disability, Gender, ENOUGH Campaign, Disaster and Emergencies, Risk management etc.
• Ensure focus on Child Well-being outcomes, in particular the Livelihoods and Economic Inclusion, Environmental Stewardship and Climate Action and Health and Nutrition outcomes.
• Participate in all children platforms including (RCs and the most vulnerable) mapping and monitoring processes in communities to ensure participation of children (including RC and the most vulnerable) and their families in Cluster activities.

6. Monitoring, Evaluation, Planning Documentation & Learning 5%
Support Livelihoods, Economic Inclusion, Environmental Stewardship and ClimateAction programs planning, monitoring, evaluation, and reporting processes, with development of tools that can facilitate effective implementation and quality of integrated project deliveries.
• Execute field-level activities monitoring progress against targets, identify challenges, and collect relevant data to contribute to effective project implementation and reporting. Ensure availability of qualitative and quantitative Livelihoods and Economic Inclusion and Environmental Stewardship and Climate Action data and information for input into Horizon.
• Collect accurate field data on indicators related to Livelihoods and Economic Inclusion, Environmental Stewardship and Climate Action to lead regular programme/projects reports and documentation of lesson learned.

7. Grants/Projects implementation 5%
Technically support and contribute to the implementation of Livelihoods and
Economic Inclusion and Environmental Stewardship and Climate Action grants and projects, including participation in developing grant proposals, log frames, monitoring and evaluation plans and budgets in line with the IPFs.


Qualifications and Experience
• Bachelor’s Degree in Entrepreneurship, Small and Medium-sized Enterprise (SMEs), Agricultural Economics, Business Economics and Management, Agroeconomics, and related fields with at least six (3) years of experience in providing technical support and implementation of Livelihoods and Economic Inclusion programmes or grants.


OR
• Diploma in Entrepreneurship, Small and Medium-sized Enterprise (SMEs), Agricultural Economics, Business Economics and Management, Agroeconomics, and related fields with at least three (6) years of experience in providing technical support and implementation of Livelihoods and Economic Inclusion programmes or grants.


Technical Skills & Abilities:
o Fluency in English.
o Strong project management skills and good understanding of the project life cycle
o Excellent understanding of Health and Nutrition best practices and life skills approaches in community development
o Experience with development project management tools such as logframes, monitoring and evaluation tools and budgets.
o Good supervision skills, including training, mentoring and supporting community staff
o Excellent written and verbal communication skills, including report-writing and formal communication skills.
o Excellent computer skills, including proficiency in MS Office, Statistical Packages and Lotus Notes (or another main email system such as Microsoft Outlook).
o Strong analytical and negotiation skills.
o Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
o Emotional and spiritual maturity and ability to work with a team of professionals and community leadership.
o Good understanding of Sphere relief international standards.
o Knowledge of and adherence to the Government policy on INGOs and NGOs
o Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.

Working Environment / Conditions:
• Domestic Travel: 95% travel to Area Program and project areas is required.
• On call: 5% In emergency situations, the position will be required to be on-call.
