POSITION TITLE: Inspector Technical Training (Industrial Attachment)
GRADE: H
NUMBER OF POSITIONS: One (1)
RESPONSIBLE TO: Manager Technical Training
JOB SUMMARY
Responsible for dissemination of policies, laws, service standards, systems, and other relevant information to familiarize stakeholders with technical education and its management.
Develops instructional materials and builds capacity for technical education resource persons.
Designs infrastructure layouts for technical education facilities.
Maintains a database for institutions, students, programs, and resources.
Prepares and implements sectional budgets.
Prepares reports and recommendations to improve the quality of technical education.
MAIN DUTIES
- Dissemination of policies, laws, service standards, systems, and other relevant information to familiarize stakeholders with technical education management
1.1 Develops a communications plan for dissemination of information
1.2 Executes the communication plan to disseminate information through relevant fora and medium
1.3 Develops Information, Education and Communication (IEC) materials
1.4 Assesses the effectiveness of the communication plan
1.5 Revises the communication plan to incorporate more effective methods of communication - Development of Instructional Materials
2.1 Initiates the development/review of instructional and learning materials to ensure accuracy and relevance
2.2 Monitors utilization of these materials
2.3 Evaluates the effectiveness of training materials
2.4 Assesses the usefulness of training aids prepared by instructors, for example, outline, text, and handouts - Capacity Building for Technical Education Resource Persons
3.1 Depending on gaps identified during inspections
3.2 Designs/reviews the capacity building program
3.3 Provides trainers with technical support and relevant skills to enable them to plan, train, assess the impact of training and execute other curriculum activities
3.4 Builds capacity for monitoring and evaluation for principals and heads of departments
3.5 Monitors and evaluates the effectiveness of the capacity-building program - Designing of Infrastructure Layout for Technical Education Facilities
4.1 Develops standards for physical layout of technical education facilities
4.2 Develops health and safety standards
4.3 Develops guidelines for preventative maintenance
4.4 Guides workshop and machine-shop design and layout
4.5 Monitors adherence to set standards - Maintaining a Database for Institutions, Students, Programs, Physical Resources and Resource Persons in the Technical Education Sector to Enhance Decision-Making
5.1 Designs a database and maintains statistics of:
5.1.1 Registered technical secondary schools
5.1.2 Students registered in technical secondary schools
5.1.3 Technical teachers and their qualifications
5.1.4 Technical subjects
5.1.5 Workshops, tools and equipment available
5.2 Generates statistical and prepares narrative reports for decision-making - Preparation and Implementation of Sectional Budget to Facilitate Smooth Operation of Technical Education
6.1 Assesses resources needs
6.2 Prepares sectional budget
6.3 Monitors budget execution
JOB SPECIFICATION
Master’s degree in Education in the field of Technical and Vocational Education plus three (3) years’ experience in industrial field, with prior qualification in technical and vocational education
OR
Bachelor’s Degree in the field of Technical and Vocational Education plus five (5) years’ experience in industrial field, with prior qualification in technical and vocational education

• Management Ability: Though internal staff management is not initially part of the job, responsibility and opportunity could grow with the development of TVET system. Some people-management skills, experience and natural ability will be useful
• Teamwork is very important
