JOB SUMMARY
Under the supervision of Manager – Special Education the incumbent will be responsible for coordination and facilitation of Special Education programmers.
MAIN DUTIES
1. Promotes the
integration of children
with special educational
needs (both physical and
mental) into primary
and secondary schools
and to implement other
such provisions as
set out in
the Special Educational Needs Operation
Plan.
2. Arranges development of differentiated curriculum materials in support of the integration of children with special educational needs into primary and secondary schools.
3. Arranges production of Braille and other material in support of the integration of children with special educational needs into primary and secondary schools.
4. Arranges dissemination of
differentiated and disability-specific curriculum materials
in support of the integration
of children with special educational
needs into primary
and secondary schools.
5. Arranges development
of course units
dealing with special
educational needs and for
these to be
included in pre-service
and other training courses for
ECCD, primary and
secondary teachers.
6. Collaborates with LCE and other appropriate agencies in the development of a pre-service course in special educational needs
7. Identifies and describes the special k educational needs-related training needs of staff in school e.g. use of braille and signing for the deaf and other educational establishments and members of the Ministry’s staff, and to arrange for the development and delivery of appropriate programmes of in-service training to address these needs.
8. Liaises with the Planning Unit in securing funding for the establishment and maintenance of a national facility for the production of Braille and other disability-specific versions of curriculum materials in use in primary and secondary.
9. Creates and maintains a map of special educational needs centers and to assist in regulating the establishment of new centers by providing advice to the respective authority.
10. Prepare and maintains guidelines on the establishment of special education needs centers.
11. Prepares and maintains guidelines, including indicators of performance, for the inspection of special educational needs centers and provision for pupils with special educational needs integrated into primary and secondary schools.
12. Arranges for the collection and collation of statistics on numbers of special educational needs centers, number of pupils involved in such centers.
13. Promotes public awareness of the importance of making appropriate provision for children with special educational needs.
14. Promotes awareness of the importance of making appropriate provision for children with special educational needs amongst the staff of the Ministry of Education and Training.
15. Manages and supervises the staff of the Itinerant Educational Needs Ters, including arranging training for the members of this team on an on-going basis
QUALIFICATIONS:
• Master’s Degree in Education, specialisation in a relevant subject (Special Education) plus two (2) years teaching experience and interacting with children with various special educational needs.
OR
• Honours/ Postgraduate Diploma in Education, specialisation in a relevant subject (Special Education) plus three (3) years teaching experience and interacting with children with various special educational needs.
OR
• Degree in Education, specialisation in a relevant subject (Special Education) plus four (4) years teaching experience and interacting with children with various special educational needs.
KNOWLEDGE, SKILLS AND ABILITIES
The work requires extensive knowledge of dealing with the teaching of children with special educational needs. Skills in developing teaching and learning material, developing and delivering staff development programmes and report writing skills are necessary. The post-holder should have good qualities of leadership, communication, coordination and cooperation.
