Position Details

Job Summary
Under the general supervision of the Principal Secretary, the incumbent will provide strategic leadership to the Information Technology staff in carrying out their various functions, including provision of end-user support, routine maintenance, and infrastructure support.
The incumbent will supervise the MOET database for timely production and release of reliable reports for informing policy on the Education Management Information System (EMIS) and other systems as may be required.
The incumbent will also manage IT resources of the Ministry and provide timely advice to various departments as needed.
Main Duties
1. Provides Infrastructure Policy Support
- Draft IT policy, strategy, and procedures
- Research, learn, and evaluate new software
- Document existing IT systems
2. Provides Leadership in Undertaking Activities Necessary for End User Support and Routine Maintenance
- Diagnose hardware and software problems
- Train staff in different departments at central and district levels
- Oversee installation and configuration of new computers
- Direct cleaning of viruses
- Repair and update PC hardware and software
- Troubleshoot printers, scanners, and copiers
- Provide IT support to other educational institutions and schools when necessary
3. Undertakes IT Development and Quality Assurance
- Support the development of new IT systems for implementation at MOET
- Perform quality assurance tests on newly developed functions and newly installed systems/applications and versions
4. Manages and Controls IT Resources
- Maintain an inventory of all districts
- Design and develop guidelines for effective use of the Ministry’s IT resources to ensure optimal utilisation
- Monitor on a monthly basis usage of resources and adherence to guidelines
5. Performs Database Administration
- Administer database to ensure smooth data capturing, analysis, and report production
- Carry out EMIS audits to determine what works and what does not work
- Develop and implement strategies to solve EMIS long- and short-term constraints
5.4 Additional Duties
- Oversee development and installation of electronic financial and procurement management systems for off-ministry sites and district offices
- Provide strategic leadership in decentralisation of MOET database to district level
6. Undertakes Training and Capacity Building of IT
- Assess IT staff capacity
- Train staff in MOET IT section at both central and district levels
7. Performs Monitoring and Reporting Functions
- Produce monthly reports on IT systems and activities
Job Specification
- Master’s Degree in Computer Science plus three (3) years’ experience in database administration acquired from working in a senior post in the IT section
OR
- BSc in Computer Studies plus five (5) years’ experience in database administration acquired from working in a senior post in the IT section
