We are currently seeking qualified, experienced, dynamic, and highly motivated candidates for an Information Communication Technology (ICT) Lead position for the Digital Health Contract contained within the Millennium Challenge Corporation’s (MCC) Health and Horticulture Compact’s Health System Strengthening project (LMDA/CD/C/09/2022 Procurement 4: Digital health services), based in Lesotho. The ICT lead will be responsible for leading network and equipment assessment, supporting asset management system, performing equipment inventory, and network.

Responsibilities

  • Serve as a subject matter expert (SME) in ICT and Networking.
  • Perform as part of an implementation team in Lesotho and globally.
  • Lead the Equipment/ICT Infrastructure assessment of the pre-compact assessment.
  • Contribute the ICT equipment procurement plan development and implementation.
  • Lead on the inventory of equipment and network specifications at the district and health facility level.
  • Support ICT related activities including: equipment installation, capacity building, connectivity, and technical support. 
  • Organize and conduct an assessment to document, map and analyze the existing HMIS architecture and equipment in all partner health facilities
  • Design a robust system for capturing and documenting community system response (VHW) into national the HMIS.
  • Briefs, advises, and trains end-users and peers on the ICT systems, and offer TA support
  • Drafts and updates technical documentation for all ICT equipment under the MCC digital health program
  • Establish an inventory regime for all the participating facilities in terms of equipment, and internet access and ensure the inventory list and connectivity status is regularly updated as per standard operating procedures with physical checks.
  • Advise on the best approach to data management, network connectivity and support systems that are secure and do not put government or personally identifiable information at risk
  • Develops and maintain contacts with ICT suppliers and providers and follows RTI, MCC and national logistics and procedures
  • Participate in/Ensure/Oversee QA/QC process for ICT work.

Qualifications

  • PhD and 4 years of experience an accredited university in Engineering, Science or Technical discipline or equivalent relevant work experience (Masters + 8 or Bachelor’s + 12)
  • 7-10 years of audiovisual, telecom, IT, or security design experience in a variety of markets including critical facilities (data centers, call centers, trading floors, etc.), healthcare, aviation, sports and entertainment, corporate interiors, and educational facilities
  • Proficiency in written and verbal communication and organizational skills
  • Knowledge of active network systems and structured cabling design
  • Has general working knowledge of Wi-Fi network and telephony design concepts, generating heat maps, etc.
  • Certification such as P.E., ICT certification PSP, CPP, CTS, CTS-D, RCDD, CCNA, CISSP, PMP, etc) required.
