PART A: JOB DESCRIPTION
Section A: Position Title and Information Section
Position title: ICT Manager
Directorate: Corporate Services
Grade: D2
Reports to: Director Corporate Services
Peer Relationship: Head- Human Resources and Administration; Principal Officers, Legal and
Compliance Manager
Direct Subordinates: N/A
Internal Liaison: Directors, Corporate Secretary and professional staff.
External Liaison: Senior government officials, institutions of higher learning, the public and international partners, contractors and banks.
Section B: Job Purpose, Duties and Responsibilities
Purpose of the job
To provide support and direction to CHE digital services adoption; To be responsible and accountable for the smooth and safe running of CHE Information Communication Technology and computer systems and networks; To manage and supervise the implementation and maintenance of CHE computing needs; To control and regularly evaluate CHE IT and electronic data operations; To help formulate and implement CHE digital services strategy.
Key Accountabilities
✓ Manage information technology, computer systems and data integrity of CHE and its Directorates
✓ Plan, organize, control and evaluate IT and electronic data operations
✓ Manage IT staff by recruiting, training and coaching employees, communicating job expectations and appraising their performance
✓ Reviews and make recommendations on major contracts for computing and Information Technology services and relevant hardware and equipment.
✓ Design, develop, implement and coordinate systems, policies and procedures
✓ Ensure security of data, network access and backup systems
✓ Act in alignment with user needs and system functionality to contribute to organizational policy
✓ Identify problematic areas and implement strategic solutions in time
✓ Audit systems and assess their outcomes
✓ Preserve assets, information security and control structures
✓ Advice management on strategic systems conversions and integration in support of organizational goals and objectives
✓ Develop annual ICT budget and ensure cost effectiveness
✓ Help formulate and implement CHE digital strategy
PART B: JOB SPECIFICATION
Essential Requirements:
Qualifications: Master’s Degree in ICT, Computer Science, MIS or equivalent
Experience: At least 5 years related work experience, a proven professional experience and a detailed knowledge of industry’s best practice processes.
Key Competencies:
✓ Proven working experience as an IT Manager or relevant experience
✓ Excellent knowledge of technical management, information analysis and of computer hardware/software systems
✓ Expertise in data centre management and data governance
✓ Hands-on experience with computer networks, network administration and network installation
✓ Ability to trouble shoot, support and provide computer business solutions
