The Government of the Kingdom of Lesotho has received financing from the African Development Fund and the Global Environment Facility – Least Developed Countries Fund (GEF LCDF), and provided counterpart funding toward the cost of the Lesotho Lowlands Rural Water Supply and Sanitation Project (LLRWSSP), implemented through the Ministry of Natural Resources. Part of the funds will be applied to payments under the contract for consulting services of a Monitoring and Evaluation Officer.
Objective of the Assignment
The objective of the consultancy is to monitor project implementation and develop a proactive and structured Monitoring and Evaluation (M&E) Framework to ensure compliance with both the African Development Bank’s and the Government of Lesotho’s M&E frameworks, as detailed in the Terms of Reference.
Invitation to Express Interest
The Ministry of Natural Resources now invites eligible individual candidates to express their interest in providing the services. Interested candidates should provide information demonstrating that they possess the required qualifications and relevant experience to perform the assignment.
Selection Criteria
- Education:
- Bachelor’s degree in Monitoring and Evaluation, Project Management, Environmental Science, Environmental Economics, Natural Resources Management, Development Studies, Climate Change, or other relevant fields.
- A Master’s degree or higher in relevant fields will be an added advantage.
- Experience:
- At least seven (7) years of demonstrable experience in project design, GEF project management, or managing climate change programmes.
- Sector Knowledge:
- Familiarity with Lesotho’s water sector actors and experience coordinating the design and implementation of water and climate change projects.

- Certified educational certificates and transcripts
- A brief Expression of Interest (EOI)
- Reference letters from at least three (3) referees
Contract Duration
The assignment will be for a period of six (6) months.
Selection Procedure

The consultant will be selected using the Individual Consultant Selection (ICS) method.
