TERMS OF REFERENCE FOR RECRUITMENT OF THE BEDCO CHIEF  EXECUTIVE OFFICER (CEO) POSITION

1. BACKGROUND 

The Basotho Enterprises Development Corporation (BEDCO) is a parastatal of the  government of Lesotho that was established by an Act of Parliament: BEDCO Act  No.9 of 1980 (as amended) mandated “to promote the development of Basotho owned enterprises and of indigenous entrepreneurial skills and for connected  purposes.”  

BEDCO performs the following functions towards fulfilment of its mandate. 

• Facilitation of the establishment and growth of MSMEs.  

• Promotion and entrenchment of an entrepreneurial culture in Lesotho. 

• Facilitation of the establishment of incubation services.  

• Advocacy for an enabling regulatory framework and appropriate licensing  regime for MSME.  

• Enabling access to finance and markets. 

The Corporation is in the process for recruiting a new Chief Executive Officer (CEO)  and is therefore looking for an individual consultant to facilitate the recruitment  process.  

2. OBJECTIVE 

The objective of the assignment is to engage a consultancy firm to assist the  BEDCO Board of Directors to recruit a suitable CEO for the Corporation.  

3. SCOPE OF WORK 

The consultant should work together with the BEDCO Board of Directors to carry  out the following scope of work:  

a) Develop an advertisement for the CEO position and facilitate publishing it  in local newspapers and BEDCO social media platforms. 

b) Develop a shortlisting criterion in line with the job requirements and carry  out a shortlisting of candidates. 

c) Develop interview questions and carry out interviews of shortlisted  candidates. 

d) Carry out psychometrics of the top three candidates in line with the  behavioral requirements of the job. 

e) Carry out background check of top three candidates. 

f) Select the preferred candidate from the interview, psychometric results, and background check information.  

g) Advise the Board committee responsible for recruitment on the terms and  conditions of the CEO’s employment. 

4. DELIVERBALES  

The consultant is expected to produce the following deliverables:

f) Select the preferred candidate from  the interview and psychometric  results. ii. Final recommendation report  approved by BEDCO Board
g) Advise the Board committee  responsible for recruitment on the  terms and conditions of the CEO’s  employment.iii. Draft terms and conditions of  CEO’s employment.

5. RESPONSE REQUIREMENTS 

The consultant is required to define the methodology and tools to be applied in  addressing the scope of work and provide an indicative work plan to carry out the  assignment.  

The consultant is required to indicate the psychometric assessment facility that  they will be using and the proposed assessment. 

The consultant is also required to provide three references where similar work has  been conducted. The years in which the assignments were carried out should be  clearly indicated. Experience sites should be of work carried out within the past  10 years. 

6. COMPETENCY AND EXPERTISE REQUIREMENTS

• The consultant is expected to have the following competencies, skills, and  experience:  

o Master’s degree in HR or a similar field. 

o Minimum of 10 years work experience in Human Capital recruitment  consulting or an executive Human Capital Management position. o Minimum of 5 years’ experience in the recruitment of executive level  management positions.  

o Minimum of three previous assignments in the recruitment of executive  level management positions.  

o Excellent verbal and written communication skills. 

• The proposed psychometric assessment centre should have at least 5 years’  experience in the carrying out of psychometric assessments for CEO  positions.  

7. TIME-FRAME  

The assignment must be completed within 10 weeks. 

8 PAYMENT SCHEDULE 

The consultant will be paid upon submission of the final deliverable.
