Position Description

RTI International is seeking a qualified candidate to provide technical leadership in a health information system strengthening project. He/she will be an expert in ICT systems in the health care and e-government settings and understand issues around services and applications required for different types of ICT networks and systems, including interoperability. Will also support data analysis and writing of the final report.

 
Responsibilities:
  • Lead development of protocol for ICT landscape assessment.
  • Co-lead and facilitate stakeholders’ engagement at technical and policy decision making level together with government counterparts.
  • Ensure a high level of communication and cooperation with the MCC, MoH, partners, and stakeholders.
  • Mobilize short-term technical assistance from the RTI project team, local consultants, and regional consultants as required to meet project objectives, quality standards and in coordination with the RTI Principle Investigator (PI).
  • Oversee field-based project assessment and M&E activities and, in cooperation with MCC, MoH, and RTI’s Home Office, produce and disseminate results information and other project materials as appropriate.
  • Support team lead with the project annual work planning, and ensure that quality operational plans, budgets, and reports are submitted as per contract agreements.
  • Contribute to the required MCC project reporting requirements, in close collaboration with the RTI Principal Investigator.
  • Contribute to technical assistance activities to build capacity at the MoH, and other ministry staff in HIS technology integration and maintenance, governance, workforce development, and data security.
  • Work closely with team Lead, MCC, MOH, and RTI Principal investigator to identify technical assistance (TA) needs, contributing to Terms of Reference (TORs) and engaging in local and regional recruitment and mobilization
  • Travel to the field to provide management oversight and technical assistance as necessary.
Qualifications:
  • A minimum of a bachelor’s degree (but a master’s degree is highly desirable), or equivalent accreditation if a non-U.S. institution, in computer science, data science or equivalent field with experience in ICT for health and government in low resource settings.
  • Five (5) or more years of experience in a private or public entity implementing international projects/programs that strengthened health systems, health service delivery, and/or government services with a focus in the ICT realm.
  • Two (2) or more years of experience in a private or public entity designing projects/programs to improve the function of health care facilities and government services using ICT in international, low-resource contexts.
  • Knowledge of internationally accepted concepts, standards and practices on ICT interoperability
  • Ability to analyze policy and translate policy into practical solutions, especially within the health care context.
  • Proven team-work skills and ability to deliver results within specified and often changing timeframes.
  • Proven ability to produce credible evidence in support of its conclusions and recommendations from analyses undertaken.
  • Should have both qualitative and quantitative analysis skills and familiarity with GIS applications.
  • Strong capacity to multi-task, including managing, prioritizing and fulfilling competing demands in real time.
  • Excellent oral and written communication skills in English are required.
  • Experience working in health information systems strengthening or a related area for U.S. Government-funded projects and/or internationally funded programs, preferably in Africa and Asia.
  • Experience interacting and working with government officials, preferably within ministries of health and related agencies (e.g. national aids control program).
  • Experience interacting and collaborating with international organizations that specialize in health information systems implementation.
  • Active participation in one or more global health informatics associations and/or communities of practices, e.g., OpenHIE, Global Digital Health Network (GDHN), Digital Health & Interoperability Workgroup (DHS&I), Health Informatics In Africa (HELINA)
  • Experience with business process analysis, workflow, requirements gathering, and specification development.
  • Knowledge of public health informatics theories, principles, concepts, and standards; especially health information exchange standards for interoperability of subsystems.
  • Knowledge of data management and data dissemination and information use strategies.
  • Experience managing research and implementation of health informatics related projects, using project management principles and best practices.
  • Strong knowledge and experience in data warehouse principles and technology
  • Strong knowledge and experience with data extract, transform, and load (ETL) principles, methods, and technology, and the use of application programming interfaces (APIs) for electronic data transfer.
  • Knowledge of DHIS 2 data structures, data export capabilities, and API desired.
  • Experience with software quality assurance and software development methodologies.
  • Experience developing data warehouse standard operating policies and procedures.
  • Demonstrated ability to transfer technical skills through mentoring.
  • Experience managing project teams, including teams in remote locations.
  • Ability to work well remotely with team in the U.S. and other countries.
  • Experience with information systems organizational development including capacity building plans and job description development.
