II.    Context 
Comprising 79 Member States from Africa, the Caribbean, and the Pacific, the Organisation of African, Caribbean, and Pacific States (OACPS) strives to achieve sustainable development for its members and their progressive integration into the world economy. As the largest group of southern countries, the OACPS recognises its own structure and history as a form of South-South cooperation and aims to strengthen its role in promoting and coordinating South-South and Triangular Cooperation (SSTC), a key strategy for development and achieving Sustainable Development Goals.

Created by the Georgetown Agreement in 1975, the organisation continued to evolve to adequately deliver its mandate. With the signing of the Samoa agreement in 2023, the organisation entered into a new relationship with one of its biggest partners, the European Union, and continues to diversify its strategic partnerships with the Global South. 

In delivering its mandate, the OACPS maintains some liaison offices to strengthen its international presence and ensure closer coordination and implementation of specific programs.

Under the overall guidance of the Secretary-General and the direct supervision of the Assistant Secretary-General of the Department of Global Operations, the ICT Manager plays a central role in supporting the digital transition of the OACPS Secretariat.


Overall , Purpose of the Job 
•    Oversees the implementation and management of ICT systems, including the Odoo platform covering finance and accounting,  related HR functions. The incumbent ensures the security, reliability, and optimization of digital tools and infrastructure, fostering a paperless, data-driven work environment in line with the OACPS Strategic Plan and institutional reforms. By providing technical support, innovation, and staff training, the officer enhances organizational efficiency and digital governance across the Secretariat.

•    The incumbent ensures that ICT operations, online communications, and digital assets effectively support OACPS conferences, visibility, and outreach activities. He/she oversees the management of the OACPS website, corporate communications channels, ID/badge systems, and access control to OACPS premises, in line with organizational policies, security requirements, and strategic objectives.


III.    Duties and Responsibilities 

1. ICT Management and Digital Transformation

  • Lead the design, deployment, and maintenance of OACPS ICT systems and digital infrastructure (servers, network, wireless connectivity, and end-user hardware).
  • Define, implement, and monitor ICT policies, standards, and procedures across the Secretariat.
  • To support a paperless, data-driven, and digitally enabled Secretariat, aligned with the OACPS Strategic Plan and the PACTE Initiative (2025–2030);
  • To ensure that digital tools, data systems, and communication platforms effectively support institutional operations, conferences, visibility, and outreach;
  • To drive innovation through the adoption of cloud technologies, data analytics, and artificial intelligence (AI)-enabled solutions; To ensure robust cybersecurity, data protection, and compliance with international standards;
  • Supervise installation, troubleshooting, and configuration of desktop and network equipment across all OACPS Secretariat Offices .
  • Maintain ICT security and data protection protocols in accordance with international standards (GDPR, ISO, etc.).

2. Capacity Building and User Support

  • Deliver training to staff on ICT tools, cybersecurity, and digital collaboration.
  • Maintain a help desk for internal users and ensure timely troubleshooting.
  • Promote responsible use of OACPS ICT resources and adherence to data protection rules.

3. Governance, Compliance, and Continuous Improvement

  • Ensure all ICT and communications activities comply with OACPS policies and international standards.
  • Maintain detailed documentation on systems architecture, licenses, and vendor contracts.
  • Identify, compare, and implement technology solutions that meet evolving organisational needs and ensure interoperability between ERP, website, and communications systems.
  • Collect and analyse ICT performance data to identify areas for improvement.
  • Actively contribute to innovation and digital transformation initiatives across the Secretariat
  • To strengthen digital governance, institutional knowledge management, and operational resilience across the Secretariat


4.  Website, Media, and Digital Communications
       In collaboration with the Communications Officer,

  • Manage, host, and continuously update the OACPS official website and digital platforms.
  • Ensure timely publication of news, events, communiqués, and conference materials in English, French, and other official languages.
  • Coordinate the design and dissemination of multimedia content (photos, videos, press releases) aligned with OACPS’s communication strategy.
  • Supervise website analytics and ensure accessibility, visibility, and compliance with corporate branding.
  • Harmonise visual identity, web presence, and media engagement.
  • Support the live streaming, recording, and online broadcasting of OACPS conferences, events and programs.

5. Access Control, IDs, and Security Systems
     In collaboration with the Head of Administration and Human Resources

  • Oversee the issuance, management, and renewal of OACPS staff and visitor IDs and badges.
  • Manage access control systems and ensure secure entry to OACPS premises in collaboration with the Security and Operations Unit.
  • Maintain updated databases of authorized personnel and coordinate access for delegations and external visitors during high-level conferences.

6. ERP, HRMS, and System Integration
     In collaboration with the Head Administration and Human Resources and Head Finance and Budget

  • Lead the implementation and optimization of enterprise digital systems (Odoo, Microsoft 365, SharePoint).
  • Manage data migration, integration, and user access across all systems.
  • Provide end-user support and conduct training sessions covering onboarding, offboarding, and workflow automation.
  • Ensure system maintenance, backups, and compliance with system audit requirements.

7. Support to Conferences and Protocol Activities
     In collaboration with the Head of Conference Services

  • Provide ICT and audiovisual support during meetings, summits, and protocol events.
  • Coordinate digital documentation, online registration systems, and participant management tools for official events.
  • Ensure reliable IT connectivity, digital signage, and live event transmission.
  • Any related task as assigned.

  • Knowledge of security access control systems and database management.
  • Experience implementing ICT strategies supporting institutional reform and digital transformation.

V.    Recruitment Qualifications 
Educatiion

  • Advanced university degree (Master’s or equivalent) in Information Technology, Computer Science, Digital Communications, or a related field.
  • Professional certifications in ICT systems, cybersecurity, ERP, or network management (e.g., Odoo, Microsoft, Cisco, ITIL) are desirable.
  • Training in digital transformation, media management, or project management (PRINCE2, PMP, Agile) is an asset.

Experience

  • Minimum of seven (7) years of progressively responsible experience in ICT, website management, or digital communications, preferably in an international or intergovernmental organization.
  • Proven experience managing ERP or HRMS platforms (Odoo, Oracle, or SAP).
  • Experience in ICT infrastructure management, audio-visual setup, and event technology.
  • Demonstrated ability to manage web hosting, CMS, and media communications.
  • Experience in access control and ID systems administration is an advantage.
  • Work experience in an EU-funded program or entity or agency will be an added advantage. 

Language Requirement

  • Good command of English and French (Both written and spoken ) is required. 
  • Working knowledge of other languages, including Portuguese or Spanish, will be considered as an added advantage.
