Main Purpose of the Job
To provide overall leadership, technical guidance, development and implementation of information and communication systems, policies, and regulations.
Main Duties
1. Initiates, Formulates and Reviews IT Strategies and Policies
1.1 Liaises with Ministry of Finance and Development Planning heads of department on all matters relating to the use of IT policy
1.2 Designs training programmes for IT personnel, management and end-users
1.3 Liaises with line Ministries on all matters relating to the use of IT-based financial applications
1.4 Participates in the formulation and review of IT policies
1.5 Develops information security policies
2. Establishes Standards for Acquisition, Development and IT Systems Operation
2.1 Sets standards for acquisition of IT resources in consultation with heads of departments
2.2 Develops and reviews incident response procedures
2.3 Designs documentation standards and formats
2.4 Sets server devices, middleware and database management systems
2.5 Adopts and maintains protocols and platforms for electronic communication
2.6 Designs storage redundancy, backup, disaster recovery procedures
3. Participates in IT Steering Committee Meetings
3.1 Identifies business applications where IT could increase efficiency
3.2 Establishes internal marketing efforts that help business users understand IT support challenges
3.3 Encourages heads of departments to modernise their application systems
3.4 Advises heads of department on risks and costs involved in new technologies
3.5 Recommends outsourcing options when IT projects are proposed
3.6 Represents the ministry on ICT-related matters
4. Monitors and Coordinates MIS Division Activities
4.1 Monitors resources of the MIS Division to ensure adequacy for current and future needs
4.2 Establishes mechanisms to ensure adherence to set standards for acquisition, development and IT systems operation
4.3 Advises IT steering committee on issues of control between MISD and end users
4.4 Promotes optimal use of IT facilities where there is underutilization
4.5 Develops effective planning and control systems to link IT to ministerial objectives
4.6 Carries out quality assurance checks on all systems at all stages of development
5. Encourages Active IT Research and Experimentation
5.1 Promotes research in new technologies to improve business performance
5.2 Provides guidance in executing research and experimentation
5.3 Liaises with vendors and suppliers on new technologies
5.4 Attends computer fairs, exhibitions and user group meetings
6. Manages Activities of the MIS Division
6.1 Develops annual objectives for the division
6.2 Reviews and consolidates training plans and submits to Director HR
6.3 Appraises staff to assess performance and enhance development
6.4 Approves divisional work plans to ensure adherence to departmental objectives
6.5 Reviews divisional operations plans to promote efficiency and quality services
6.6 Participates in preparation of divisional annual budget
6.7 Attends management meetings
6.8 Consolidates reports on monthly and quarterly basis
6.9 Liaises with hardware and software suppliers on matters requiring managerial attention
Job Specification
Education and Training
- Master’s degree in Information Technology or Computer Science from a recognized institution, plus certification in a management course and six (6) years’ experience at Senior Managerial level in a related field
OR - Postgraduate Diploma in Information Technology or Computer Science from a recognized institution, plus certification in a management course and seven (7) years’ experience at Senior Managerial level in a related field
OR - Bachelor’s degree in Information Technology or Computer Science from a recognized institution, plus certification in a management course and eight (8) years’ experience at Senior Managerial level in a related field
