Introduction
The SADC Secretariat invites suitably qualified, experienced, innovative, result oriented and self-driven individuals who are citizens of SADC to apply for the position of Human Security Officer tenable at SADC Secretariat Headquarters.

Purpose of the job: 

To provide on-going technical expertise, guidance, coordination and implementation of activities related to the SADC Regional Gender Based Violence Strategy and Framework for Action (2019-2030) in Key Result Area 4 of the 11th EDF Programme: “Strengthened SADC capacity to address the prevalence of sexual and gender-based violence”. The position is located in the Gender Unit.

***Please note that the duration of the contract is tired to the duration of the Project. The Project is for 42 months effective from the date of Agreement between SADC and the Cooperating Partner.

SpecificationDuties and Responsibilities

Strategic Planning, Programming and Implementation
•Develop and implement multi-annual and annual work plans consistent with the SADC Planning Monitoring and Evaluation (SPME) policy requirements
•Coordinate the implementation of annual and quarterly work plans for the timely achievement of the set outputs and objectives in adherence to SADC set procedures; 
•Timely production and submission of regular project implementation progress reports
•Ensure efficient and proper usage of funding for programme and project implementation 
•Work with staff in the Gender Unit and Organ Directorate towards the realization of sector strategic objectives

Promote domestication and implementation of the SADC Protocol on Gender and implementation of the Regional GBV Strategy 

•Facilitate the development of Member States’ Inventory on legislation
•Support Member States in developing principal and sub-ordinate legislation on gender based violence 
•Strengthening the oversight capacity of Members of Parliamentary on gender based violence 


Capacity Building and skills enhancement on gender based violence for key service providers

•Keep abreast with international evolvement of global, continental and national trends in the area of gender based violence 
•Conceptualise, plan and coordinate the development of the Regional Training Manual, Regional Standard Operating Procedures, Regional Referral Mechanisms on gender based violence 
•Roll out of training programmes in the area of gender based violence for relevant stakeholders Strengthen coordination and collaboration at regional and national level on GBV
•Research, data collection, awareness raising and information dissemination
•Research and adopt best practices in own area of work, and maintain high level of knowledge in order to effectively undertake the duties of the post
•Ensure the documentation of the Programme’s knowledge products and results;
•Ensure the sharing of Programme results with relevant stakeholders to enhance programme visibility;
•Strengthen data collection on gender based violence in Member States 
•Strengthen awareness raising on gender based violence in the SADC region


Harmonisation

•Effectively and efficiently manage the Key Result Area on Gender Based Violonce with the Organ (Police and Public Security Sectors; Gender Unit) Programme, including timely mobilization of adequate financial, material and human resources;
•Work collaboratively with Heads of OPDSA Sectors in the implementation of the programme;
•Efficiently and timeously address all internal and external audit requirements

Servicing of Relevant Technical & Policy Committees, Meetings & Workshops

•Draft technical papers for discussion, dissemination and publication
•Liaise with Conference Services unit to (a) organise the logistics for the meetings and workshops, and (b) process / produce the necessary meeting and conference documents and presentations 
•Coordinate the holding of Ministers responsible for Gender and Women’s Affairs and relevant Organ Sector meetings
•Prepare annotated agenda and records of meetings 

People and Performance Management 

•Compliance with all relevant Secretariat values, policies and standards, and statutory requirements; 
•Work towards building a positive and compelling workplace and team culture; 
•Maintain a climate that attracts, retains and motivates top quality personnel; 
•Undertake any other duties as delegated by the Director, Senior Officer Public Security and or the ES 
RequirementsPosition Requirements

Qualifications

Master’s degree in Political Science, Development Studies, International Relations, Security Studies, or a suitably related Social Science or Management discipline


Specialised Knowledge

•Experience and knowledge of EU Development Assistance Procedures, such as Contribution Agreements (CA) and Pillar -Assessed Grant or Delegation Agreement (PAGoDAs) or any other EU funded programmes highly desirable
•5 years experience and knowledge in at least 2 of the programme’s result areas – elections and good governance; conflict prevention and mediation, transnational organised crime and gender-based violence

Experience 

•Minimum of 10 years of general work experience preferably in developing countries in the area of peace and security. 
•At least 5 years of experience in a management position in the public, private or non-State sectors;
•Experience in project/programme initiation, planning, design, execution and closure of projects;
•Minimum of 10 years experience in programme management in the public, private or non-governmental sectors;
•Minimum of 5 years experience in monitoring, evaluation and reporting of projects;
•Experience in developing and implementing project communication and visibility strategies
