Human Rights Manager
Persons with Disability Advisory Council (PDAC)
The Persons with Disability Advisory Council (PDAC) is an independent statutory body committed to promoting and protecting the rights of persons with disabilities in Lesotho. In pursuit of its mandate, PDAC seeks to recruit a Human Rights Manager—a passionate and experienced legal professional with a strong commitment to advancing disability rights.
1. Position Overview
The Human Rights Manager will lead the Council’s efforts in developing, implementing, and monitoring disability rights strategies. The successful candidate will provide legal and technical expertise, collaborate with key stakeholders, and drive advocacy initiatives to mainstream disability rights across all sectors.
2. Key Responsibilities
Policy Development and Implementation
- Develop and implement disability rights policies aligned with national and international frameworks, including the UNCRPD.
- Offer legal and technical input into policy and legislative processes.
Advocacy and Awareness
- Lead national advocacy campaigns promoting disability inclusion.
- Represent PDAC in national and international forums.
- Produce and disseminate awareness materials.
Monitoring and Reporting
- Monitor compliance with disability rights obligations.
- Maintain a database on disability rights violations.
- Coordinate and submit reports to relevant national and international human rights bodies.
Stakeholder Engagement
- Build partnerships with government institutions, OPDs, CSOs, and development partners.
- Facilitate workshops and capacity-building sessions.
- Strengthen access to justice through legal aid partnerships.
Legal Representation and Litigation Support
- Represent PDAC in legal matters involving disability rights.
- Provide strategic legal advice and support litigation efforts.
- Engage with legal professionals to enhance legal protection for persons with disabilities.
Capacity Building and Training
- Design and conduct training for PDAC staff and stakeholders.
- Develop educational materials for disability rights awareness.
- Support OPDs in strengthening internal capacities.
3. Qualifications and Experience
- Bachelor of Laws (LLB) or Master of Laws (LLM) with specialization in human rights or disability law (preferred).
- Minimum of 5 years’ experience in human rights law, advocacy, or disability-focused legal work.
- Strong understanding of national, regional, and international disability and human rights instruments.
- Demonstrated experience working with OPDs, civil society, and public sector institutions.
4. Skills and Competencies
- In-depth knowledge of disability rights and inclusion principles.
- Excellent legal research, writing, and reporting skills.
- Strong project management, strategic planning, and communication abilities.
- Ability to work with people with disabilities and diverse stakeholders with professionalism and empathy.
5. Reporting and Supervision
The Human Rights Manager will report directly to the Director General of PDAC and work collaboratively with other departments.
6. Contract Duration and Location
This is a full-time, contract-based position located at PDAC Headquarters, with local travel as required. The contract is subject to renewal based on performance and availability of funding.
